We have been requested by the above property owners to do the following work:
1) Reinforce failing bulkhead by placing rip rap 5' high sloping out toward the water, approx-. 6'
for the entire length of bulkhead.
Also adding 3-10°x30' butt poles and reinforcing upper retaining wall with 2-8"x20' poles
between existing piles.
In order for us to obtain the Cama permit for this project, Cama (Coastal Area Management) requires
each adjacent property owner to be notified. We would ask that you sign the attached form and return to
us as soon as you can. You may scan and email, fax or simply mail. We are also attaching a sketch of the

It's going to depend if NWL is now at the bulkhead. If it is, then the maximum distance
allowable under a general permit is 10', so a major permit application would have to be
submitted for 12' out. If there is a sandy beach area and NWL is waterward of the bulkhead,
then 12' shouldn't be an issue. Also, the Baycliff Homeowners Association owns that area, so
any permit would have to be issued to them.

Good morning Jackie,
This project is an interesting one because we don't usually get requests for a buttress system, so I had to do some
research. After further guidance from management and visiting the site, we are moving forward with permitting this
under a general permit. Under a general permit, the buttress system must remain within the footprint of the proposed
riprap revetment. 15A NCAC 07H.1105 (a)(4) states "Riprap revetments shall be positioned so as not to exceed a
maximum distance of 10 feet waterward of the normal high water or normal water level at any point along its
alignment". We will need a cross sectional drawing of the proposed buttress system with riprap so we can have a full
understanding of what is being proposed.
Also an adjacent property owner notification is needed. As mentioned before, the adjacent property owners for
the Bay Cliff HOA property are George & Lynda Wood and Shingle Landing of Colington Corp. You've already submitted
documentation for George Wood being notified, but please notify Shingle Landing of Colington Corp with the proposed
drawings. As usual send me either the signed form or return green card once you receive them. Last, but not least, the
permit fee for this will be $400.00 under 71-1.1100. Please send a check or money order at your convenience.

I am working on a general permit for Bay Cliff HOA specifically at 160 Baycliff Trail in Colington. The
homeowners, George & Cathy Drosos, are proposing a buttress system be installed to provide support to an
existing bulkhead. I have attached to this email a copy of the project drawings (including a cross sectional
drawing), pictures showing a similar buttress system existing on an adjacent property (224 Colington Ridge),
and one picture of the actual location. After much discussion, we are preparing to permit the proposed
development as a general permit under state rules 7H.1200. However, before I issue anything, I wanted to
check with you to see if there are any county ordinances of which I am unaware that may prevent this
development. We rarely if ever get requests for a buttress system, and I just wanted to double check. Please

We have two options. We can push out the rip rap to 10 at the base and leave the bracing as designed. Or we can run
the rip rap out 7.5' and we would have to shorten the braces to be 7.5' so that they don't go out any further than the rip
rap.
We have to keep the rip rap 5' tall so we will need to add more rock no matter which option we choose. I am OK with
either option but the first option will add more rock with no appreciable change to the bracing and the second option
will have more rock cost but should be less costly for the lumber. Does shortening the braces to 7.5' allow enough cost
saving to offset the additional rip rap cost?
I have spoken to Mr. Drosos about this and we really need to keep the 5 ' height at the face of the wall. I also spoke
with Sara at CAMA and she is OK with either option.

the rip rap to the maximum allowable distance of 10' waterward under a general permit.
I can still move forward with issuing the permit, but these conditions will be a part of the permit and must be complied
with in order to remain in compliance. I wanted to let you know before I issued the permit, in case these requirements
would be a problem with the construction or the structure of the proposed project. I am in the office the remainder of
the day, if we need to discuss this over the phone. If y'all are ok with the conditions, just let me know and I will ink in the
