RE: Permit Refinement for CAMA Major Permit APOW
This letter of refinement is in reference to your October 22, 1999 letter to request a
modification of Permit #71-96, issued in your name on March 5, 1998. The permit was issued to
construct a pier with a platform, a rock breakwater and crab shedders, on the south side of U.S.
64/264, at the Lone Cedar Cafe adjacent Roanoke Sound, in the Town of Nags Head, Dare County.
The permit was modified in February of 1998, to include the placement of two osprey nesting pilings
and a 360' walkway along the shoreline. On March 4te of this year the permit was refined to extend
riprap along an additional 150' of shoreline.
Your current request to modify the aforementioned permit includes adding riprap to the top
of approximately 300' of the existing 495' riprap alignment, and extending the material waterward a
maximum of five feet. The following conditions apply:
1) The riprap alignment must be placed landward of all coastal wetlands.
2) Riprap material may not extend more than five feet waterward of normal
water.
3) The additional material being added waterward of the current alignment will
not extend beyond the original alignment (removed in 1996) at any point.
4) Riprap must be clean and free of any pollutants (except in trace quantities).
5) The riprap material must be of a size sufficient to prevent movement from the
site by wave or current action.
6) The alignment for the riprap must be staked by a member of the Division of
Coastal Management staff prior to the placement of any riprap material.
7) All riprap will be confined to the property of the Lone Cedar Cafe.
8) All existing permit conditions still apply and remain unchanged.
9) The enclosed plan dated October 27, 1999, illustrating the changes will
become a part of the permit and file, and construction should be accomplished
accordingly.

Dear Ms. Mathis:
I would like to request a modification of the CAMA permit (N0.71-96) which authorizes development
activities at the Lone Cedar Cafe in the Town of Nags Head. Hurricanes Dennis and Floyd did
considerable damage to the shoreline by moving and rearranging the existing riprap. This happened
primarily because the riprap was not big enough to stay in place.
In order to address this situation, I would like permission to place heavier riprap on top and slightly
waterward of its present location. The riprap would be plated a maximum distance of 5' waterward of
the existing mean high water line and would not be placed within in any wetland area. The majority of
the area proposed for this additional riprap used to be filled with concrete debris. I removed all of this
debris during the last several years in an attempt to clean up the shoreline.
