White, a principal in the development of River's Edge Gold Course and subdivision, requested a renewal of Major Permit #27-96. At that time we asked Mr. White to provide plans indicating what has been completed on the project versus what is left to be done. Also, we asked for a status report of the required mitigation. The golf course has been sold to another party and this caused some additional delay in preparing the information that I felt we needed. Attached is a letter from Mr. Richard N. Blythe, Jr., manager of Rivers Edge Golf Club, L.L.C. Mr. White hired Land Management Group to prepare the information that I requested and we received it on December 10, 2002. The archaeological work was done, as required on the permit. The work was done by Thomas Hargrove of Archaeological Research Consultants, Inc. of Raleigh. We now have a copy of that report dated June, 1996 in the file. Figure 3 of the Land Management Mitigation Outline summarizes (by color coding) the work complete and the work remaining. The report also summarizes the mitigation efforts to date. A copy of this report is being forwarded to the Division of Water Quality and the U. S. Army Corps of Engineers for their information and files. Several months have gone by while this information was being put together. It is my recommendation that we renew Mr. White's permit since he requested the renewal during the appropriate time period. The proposed off -site mitigation may require a modification of this permit later on, but I hope that we can renew the permit before more time passes. As you know, Ravers Edge Golf Club, LLC is a totally separate entity from the real estate development company which is handling the development of real estate around and near the golf course. I realize that this separation of ownership may have caused some confusion. in the past but hopefully everything is now clear. I understand that, in your opinion, we have completed all required conditions of our permits but have come up 1/10th of an acre short on our wetland mitigation. We will make this up in the area in front of the tees on Hole # 11. This slight amount of additional mitigation should finalize conditions of our permit. Please provide two blueprint copies showing the remaining work/development to be done. The details of the remaining work needs to be presented in such a way that is easy to review. In your letter you state that 70% of the roadways are in. Please highlight on the blueprint plan the roads or portions of the roads that have not been built yet. Also, please indicate the same on the golf course work. If there are bulkheads, retaining walls, bridges, cart paths, etc. that have not been built yet, indicate that also. Please disclose whether or not archaeological testing was completed as required under #10 of your permit. In Condition #17 of the Permit, you are required to submit a detailed mitigation plan for the loss of the 3.87 acres of wetlands. Has this been done? Please describe, in detail, any and all remaining work left to be done relative to the mitigation requirements - conditions #16-22 of the permit. Proposed wetland mitigation site (offsite location) .......................... 17 �slv� F,Z- 10 2002 DIVISION OF COASTAL MANAGEMENT P 5 INTRODUCTION This mitigation outline has been created to summarize the impacts and mitigation proposed with the CAMA Major permit renewal requested for the `Rivers Edge Development Groups" at the Rivers Edge Development located near Shallotte in Brunswick County, North Carolina (Figure 1). The impacts and mitigation are similar to that proposed in the original CAMA major permit (CAMA Permit #27-96). This outline will separate the impacts and mitigation of the golf course related impacts and the real estate development impacts associated with the entire project. It should be noted that impacts total less than those originally permitted. GOLF COURSE IMPACTS AND MITIGATION IMPACTS The impacts to the golf course itself total 1.46 acres (Figure 2, Table 1) and were needed to complete the permitted plan. Paths were chosen at minimal wetland crossing distances and the fill was sparingly utilized to complete the golf course design. MITIGATION The mitigation for golf course impacts total 1.46 acres (Figure 2, Table 2). Mitigation was accomplished through the creation of small swales with wetland vegetation and also the establishment of small, vegetated littoral shelves around lakes created primarily from uplands throughout the golf course. All mitigation on the golf course is complete except for one 0.10 acre section to be completed on hole #11 (Figure 2, Table 2). Pictures of miti ation areas are shown in the appendix. D I N E H V IETL C� 10 Zu11 DIVISION OF COASTAL MANAGEMEN 0 9 I,ECEITED C-C 10 2002 REAL ESTATE DEVEL�6PIY!E?$TjgMACTSAND MITIGATION COASTAL MANAGEMENT IMPACTS The impacts associated with real estate development at Rivers Edge are composed of eight road crossings, the establishment of one pond, fill for isolated wetlands on lots 50 and 21, and the completion of the previously permitted development plan. These impacts total . 2.35 acres (Table 3) and are shown in Figure 3. The developer has reduced originally permitted impacts through land plan changes, minimizing impacts. MITIGATION Mitigation for real estate development impacts totals 2.35 acres (Table 4). Mitigation centers around the creation of vegetated littoral shelves around the ponds, and creation of vegetated swales on -site (Figure 3). Not all mitigation is complete to date (Figure 3, Table 4). In addition, the developer has plans to create a 1.13 acre wetland system at a nearby off -site area (Figures 4 and 5). This created wetland was designed to replace flatwood impacts. Pictures of selected mitigation areas are shown in the appendix. MITIGATION MONITORING D All mitigation areas will be monitored for three years or until deemed successful. Annual monitoring data will be collected each spring. Monitoring reports will then be compiled and submitted prior to July 1' of each year. The first report will be submitted prior to July 1, 2003. Each report will consist of a simple narrative and pictorial essay. SUMMARY The mitigation for both for construction of the golf course and real estate development 1 impacts associated with the development of Rivers Edge has been designed to resemble as much as possible the original permitted plan (CAMA Permit #27-96). Total impacts are less than originally permitted and similar wetland systems will be constructed to replace those impacted. Please read your permit carefully prior to starting work and review all project plans, as approved. If you are having the work done by a contractor, it would be to your benefit to be sure that he fully understands all permit requirements. From time to time, Department personnel will visit the project site. To facilitate this review, we request that you complete and mail the enclosed Notice Card just prior to work initiation. However, if questions arise concerning permit conditions, environmental safeguards, or problem areas, you may contact Department personnel at any time for assistance.
