If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to carry out the project. • An accurate, dated work plat (including plan view and cross -sectional drawings) drawn to scale in black ink on an 9 1/2" by II" white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue -line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the Revised 03/95 Form DCM-MP-1 site. Prevatte's permit application, the Field Investigation Report (EF Brooks, 12/6/95)), and my understanding and interpretation of the policies presented in the Town of Holden Beach Land Use Plan. The applicant proposes to construct a replacement bulkhead, landward of the canal's original concrete bulkhead. The proposed bulkhead would close an . existing boat ramp and incorporate the associated coastal wetland vegetation. The location and complete description of the project are in the Field Investigation Report. LAND USE CLASSIFICATION: Limited Transition, Medium Density/Conservation CLASSIFICATION DESCRIPTION: The intent of the Conservation class is to perpetuate the natural, productive, scenic, cultural and recreational features of the coastal zone. Development must be consistent with 15A NCAC 7H. RELATED POLICY: 6.1.1 Areas of Environmental Concern ... The State's policy statements for AEC's offer protection for Holden Beach's fragile areas and significant environmental resources through CAMA permitting procedures. 6.1.8 Bulkheads/Groins/Jetties and Seawalls The Town of Holden Beach urges proper maintenance of existing bulkheads for health, safety and aesthetic reasons. The Town will not allow marshes to be damaged by the installation of new bulkheads... Holden Beach will fully comply with State regulations. CONSISTENCY OPINION: Construction of a new replacement bulkhead landward of the original bulkhead, enclosure of the existing boat ramp behind the proposed bulkhead, and placement of fill landward of the new bulkhead is consistent with the intent of the policies in the Holden Beach plan. Marshes waterward of the existing bulkhead should be protected from damage during construction. Holden Beach relies on enforcement of CAMA regulations to protect Areas of Environmental Concern. PROJECT DESCRIPTION The project site is located at 138 & 140 Sand Dollar Dr. (Lots 254,255,256,257,258,259), Heritage Harbor Subdivision, on Holden Beach, in Brunswick County, North Carolina. Heritage Harbor Subdivision is oriented around a system of three finger canals, which are connected to the Atlantic Intracoastal Waterway. The property is 150 feet wide and 100 feet in depth. There are two existing single-family residences on the property, and the waterfront shoreline is stabilized by an existing, sloping concrete bulkhead. There are existing piers and docks at both residences, and an old boat ramp located between them, in the northeast corner of Lot 256. The boat ramp is dirt/mud bottomed and was created by cutting an opening through the upper portion of the sloped concrete bulkhead. The work was done by a previous property owner, and has been in disuse for some time. The boat ramp is approximately 12 feet wide and indents into the lots approximately 25 feet. It has a sloped earthen bottom, and high marsh coastal wetland species, Limonium, spp., Salicornia, spp., Distichlas spicata, and Borrichia frutescens, have colonized the lower 12 feet of the boat ramp. The remainder of the boat ramp is lawn grass. The waters adjacent to the project area are classified SA, by the N. C. Division of Environmental Management, and they are CLOSED to the harvest of shellfish. The waters are not designated as Primary Nursery Area by the N. C. Division of Marine Fisheries. The applicant proposes to construct a new vertical wooden bulkhead on the landward side of the old concrete bulkhead. A section of new bulkhead would cross the mouth of the old boat ramp. The ramp would be back -filled to the elevation of the adjacent yards. The proposed bulkhead would 150 feet long, and would be above MHW along it's entire alignment. 10.
