PROJECT DESCRIPTION The project site is located in the 500 block, on the south side of East Moore Street (NC Hwy 211), at the confluence of Bonnett Creek and the Cape Fear River. The deeded pact is 3.5 acres, with 239 LF along the East Moore Street right-of-way and extending over 500 LF, to the waters edge of the Cape Fear River, in Southport, in Brunswick County, North Carolina. However, only .49 acres of that total area are uplands. The remainder of the area is intertidal coastal wetlands and the remnants of an old berm, probably originally created from side -casting excavated material from ditch construction and/or maintenance. Bonnett's Creek runs through the northeast corner of the property and is culverted under East Moore St. The upland area exists as a peninsula from the western property line. This area is 268 feet long and approximately 150 feet at it's widest point (Area = 21153 sq.ft.). Vegetation consists of mature live oaks and pines, with some red cedar trees, wax myrtle, yaupon, and other shrubs. There is a border of coastal marsh along three sides of the property. It is primarily SDartina alterniflora, which extends 300 to 350 feet in width, on the river side (south) of the property. At the shoreline, woody shrubs, marsh -elder (Iva fmtescens) and groundsel-bush (Baccharris halimifolia), mark the transition from highground to the marsh. A coastal wetland fringe of "high marsh" vegetation transitions into the cordgrass marsh. Species include; Limonium, spp., Salicornia, spp., Distichlis spicata, Snartinapatens, and Borrichia frutescens. This "high marsh vegetation pattern is observed along both sides of the old berm, as well as, numerous hummocks within the marsh. Small red cedar, wax myrtle, yaupon, marsh - elder, and groundsel-bush dominate the berm vegetation at elevations above NEW. The Cape Fear River is approximately 2500 feet wide in this area. It and Bonnett's Creek are classified SC by the NC Division of Environmental Management, and are CLOSED to the harvest of shellfish. The project is not within a Primary Nursery Area, as designated by the NC Division of Marine Fisheries. The applicant proposes to construct a single-family residence on the highground peninsula. The project would include a two-story, 3500 sq.ft. house, on pilings (50 ft. X 40 ft.), a garage (24 ft. X 26 ft.), detached storage building (16 ft. X 16 ft.), and paved parking and walkways. The project would create approximately 22 % impervious coverage within 75 feet of MEW. To access the highground peninsula, the applicant proposes to construct a wooden bridge from East Moore Street. The wooden bridge would be 160 feet long and 12 feet wide, constructed on pilings, approximately 4-6 feet above NEW. Wooden bulkhead abutments would be constructed, landward of wetland lines, on the shoulder of Moore St. and on the peninsula, to support the ends of the bridge. Bridge construction would include side rails and water and sewer lines would be attached to the pilings. 10. ANTICIPATED IMPACTS The construction of the proposed bridge would shade approximately 1920 square feet of coastal wetlands. Development of the single-family residence and accessory structures would create approximately 4600 square feet of impervious surface (22 %), within 75 feet of MHW, as well as, additional ground disturbance associated with yard landscaping.
