PROJECT SUMMARY: The applicant proposes to construct a 70 unit motel, consisting of seven separate buildings (10 units/bldg.) and associated amenities, swimming pool, beach access walkway, and parking area, on oceanfront property at Ocean Isle Beach. PROJECT DESCRIPTION The project site is located at 57 West 1st Street, on the oceanfront, approximately 1000 feet west of Ocean Isle Beach Fishing Pier, Ocean Isle Beach, NC, in southeast Brunswick County. The 1.4 acre tract consists of eight (8) previously platted lots, that have been combined for the proposed project, yielding a tract 400 feet wide (399.8 ft.) and approximately 150 feet deep, from the first line of stable, natural beach vegetation to the right-of-way of West 1st Street. The northern two-thirds of the site basically flat, 11-12 ft. elevation MSL. The northern one -thud of the property (ocean side) consists of a natural dune system, which reaches a height of 22 ft. elevation MSL. Vegetation consists of Sea Oats (Uniola paniculata), Bitter Panecum anecum spp.), Yucca, other dune grasses. Waterward of this natural dune, there is a smaller, man-made dune that was created and planted with American Beachgrass (Ammophila BrebUi ug lata) after Hurricane Hugo in 1989. The waters of the Atlantic Ocean are classified SB, by the N.C. Division of Environmental Management. The tract is within the Ocean Erodible and High Hazard Flood areas of the Ocean Hazard Area of Environmental Concern, as designated by the North Carolina Coastal Resources Commission, and requires a building setback, from the first line of stable, natural vegetation, of 60 feet for small structures and 120 feet for large structures (greater than 5,000 sq.ft.). The Long Term Average Annual Erosion Rate is 2 ft./yr. in this area of Ocean Isle Beach. The applicant proposes to construct a motel on the site. The motel would consist of seven buildings, each with ten (10) units. Each building would be two story, constructed above concrete pilings, and have an outside dimension of 68 feet long and 43 feet wide. The buildings would be connected by second story walkways. Required parking would be provided under five of the buildings. The motel office and other amenities would be constructed beneath the two remaining buildings. A one-way, gravel driveway would be located adjacent to the south side (ocean side) of the development to provide vehicle flow around the buildings. The applicant proposes to grade the entire site, up to the base of the landward side of the frontal and primary dune system, to facilitate construction. A swimming pool, associated wooden decking, and beach access walkway are planned in the southeast corner of the property 10. This proposed development appears consistent with current regulations, provided that it clears local approval. Extreme care should be exercised in protecting existing dunes during construction. The applicant proposes to construct a 70 unit motel comprising seven separate buildings (10 units per building) and associated amenities, swimming pool, beach access walkway, and parking area, on oceanfront property at Ocean Isle Beach. The site combines eight previously platted lots into a single tract of approximately 1.4 acres in size. The location and complete description of the project are in the Field Investigation Report. LAND USE CLASSIFICATION: Conservation (Ocean Erodible/High Hazard Flood AEC's); Urban Transition overlay. CLASSIFICATION DESCRIPTION: Definitions mirror 15ANCAC713 guidelines. The area is "Conservation" because it is an Area of Environmental Concern. The Town has also designated the area as "Urban Transition," although "Urban" better defines the current land uses and services available. Densities and allowed uses in the Ocean Hazard AEC are not identified in the Town's Land Use Plan. "Accommodations" are permitted in both Urban and Urban Transition classifications. There are density and lot size limitations for single family residential development. RELATED POLICIES AND IMPLEMENTATION MEASURES: Policy: Ocean Hazards Area: Generally, all land uses in the areas classified under the "Ocean Hazards" category... shall be consistent with the requirements of existing Sate, federal, and local regulations, and the Ocean Isle Beach Zoning Ordinance, Subdivision Regulations, Dune Maintenance and Protection Plan, and the Town's requirements for the National Flood Insurance Program and the Town's and CAMA building set -back lines. Allowable land uses shall generally be designed and constructed so as to maximize structural protection from wind and water and to minimize damage to the protective land forms of dunes and beaches. Policy: To allow residential and related commercial development to occur as long as resource degradation does not occur. In general, the Town's policies presented in the plan promote Ocean Isle Beach as a family oriented residential community. The policies support commercial services which revolve around a successful tourist economy. The Town relies on its zoning ordinance and other local enforcement tools to regulate development compatible with these policies. The rules of the Coastal Resources Commission require that you receive an AEC hazard notice and acknowledge that notice in writing before any permit for development in this area can be issued. The Commission's rules on building standards, oceanfront setbacks and dune alteration are designed to minimize, but not totally eliminate, property losses from the hazards. By granting permits, the Coastal Resources Commission does not guarantee the safety of the development and assumes no liability for future damage to the development. The best available information, as accepted by the Coastal Resources Commission, indicates that the annual ocean erosion rate or the area where your property is located is feet per year. Date This figure was established by careful analysis of aerial photographs of the coastline taken over the past 30 to 40 years. Studies also indicate that the shoreline could move as much as_SQ.S2_feet landward in a major storm. The flood waters in a major storm are predic- ted to be about ' '�SZ in this area. Preferred oceanfront protection measures are beach nourishment projects and relocation of threatened structures. Hard erosion protection structures such as wooden bulkheads, seawalls, rock and rubble revetments, wooden, metal, concrete or rock jetties, groins and breakwaters, concrete -filled sandbags and tire structures are prohibited. Sandbag bulkheads or groins, beach nourishment, beach bulldozing, and low intensity off -shore passive sandtrapping devices may be permiss! under cert '� conditions. Applicant's Signature The applicant must acknowledge receipt of this information by signing this notice in the space above. Without the proper signature, the application will not be complete. SPECIAL NOTE: This hazard notice is required for development in areas subject to sudden and massive storms and erosion. Permits issued in this area expire on December 31 of the third year following the year in which the permit was issued. Shortly before work begins on the project site,'the Local Permit Officer will determine the vegetation line and setback distance at that particular site.
