The permit requests permission to repair and replace the Ocean City Fishing Pier damaged by Hurricane Bertha. The pier was more than 50% destroyed; pier house repairs (if any) are not considered in this permit. The location and complete description of the project are in the Field Investigation Report. LAND USE CLASSIFICATION: Conservation (public trustlocean hazard AEC's) CLASSIFICATION DESCRIPTION: Acceptable uses within this classification include piers and water dependent structures. RELATED POLICIES AND IMPLEMENTATION MEASURES: From the Land Use Plan: 3.b.Flood Prone Areas All of North Topsail Beach is within at least the 100 year flood zone, with much of the Town being subject to high velocity conditions. The town believes that development should be allowed within these areas, but only under strict adherence to the Town's ordinances and land use controls, IE. zoning, subdivision regulations, flood damage prevention ordinance and NC Building Code. Your work is authorized by this nationwide permit provided it is accomplished in strict accordance with the enclosed conditions and provided you receive a Coastal Area Management Act (CAMA) permit from the North Carolina Division of Coastal Management (NCDCM). PROJECT SUM1bIARY: Ocean City Fishing Pier was seriously damaged by Hurricane Bertha. The applicant is requesting to repair and replace to the pre -Bertha level. Ocean City Fishing Pier Page 2 9. PROJECT DESCRIPTION The Ocean City Fishing Pier is a commercial ocean pier located within the boundaries of North Topsail Beach, Onslow County. The pier is heavily used for recreational fishing. It was constructed around 1959 and is one of the older ocean piers on Topsail Island. The most oceanward end of the pier was destroyed during Hurricane Bertha, July 1996. The applicants wish to put back what was there before Bertha and repair the portion of the pier that was not destroyed. Associated with the pier is a pier house which was not severely damaged by the Hurricane and has no consideration under this permit request. This application was necessitated because more than 50% of the pier structure was destroyed. The pier extends from the pier house on high ground across approximately 125' of public beach before reaching the waters of the Atlantic Ocean. Before the storm the pier structure extended approximately 688 feet out over the ocean. About 450 linear feet of the pier was destroyed by the Hurricane. The waters of the Atlantic Ocean are classified as SB by the Division of Environmental Management. The upland portion of the property is classified as Urban Transition by the Town of North Topsail Beach and is zoned for commercial business. 10. ANTICIPATED IMPACTS Approximately 16,260 square feet of public trust areas would be shaded by the pier structure.
