Otherwise, all work mustbe carried out in accordance with your application. Modifications, time extensions, and future maintenance require additional approval. If you are having the work done by a contractor, it would be to your benefit to be sure that he fully understands all permit requirements. From time to time, Department personnel will visit the project site. To facilitate this review, we request that you complete and mail the enclosed Notice Card just prior to work initiation. However, if questions arise concerning permit conditions, environmental safeguards, or problem areas, you may contact Department personnel at any time for assistance. Edward Harrell DIVISION OF COASTAL MANAGEMENT cAa Proposed Minor Modification to CAMA Major Permit #33-96 20 March 1998 Mr. Paul Waff, Jr., on behalf of Wanchese Seafood, has requested a minor modification to CAMA Major Permit #33-96 issued on 4 march 1996 in order to accommodate construction of a bulkhead currently authorized 9' waterward (Mill Landing Creek) of a restaurant building with a bulging wall. The request is to allow the sheet piles to be constructed just waterward of an existing 5' wide dock which lies a maximum distance of 14' from the structure. I recommend that the sheet pile wall be allowed a maximum distance of 14' waterward ofNWL with two conditions as follows: 1) Any dock associated with moorings shall be located landward of the sheet metal bulkhead proposed 14' from the existing building. Bumper piles shall be allowed if placed adjacent the waterward side of the sheet metal bulkhead. 2) Any further modification affecting the project area shall require a modification of CAMA Major Permit #33-96. A check for $50.00 is forthcoming. We would like to request that the alignment of the bulkhead which is currently limited to 9' waterward of the structure be moved to 14'. We have spent considerable time at the site and offer the following reasons for your consideration of this request: 1. The existing cement block building is built directly on top of light weight poncrete panel sheeting. This sheeting is very short and has started to fail. It has settled and rotated outward no longer providing the necessary support for the block walls. 2. The vertical alignment of the proposed sheet pile wall will be controlled with battered beams tied directly to the wall (see attached sketch). Installation of these beams at the permitted distance of 9' will cause additional settlement creating the potential for complete failure of the existing sheeting which would result in the collapse of the block wall with serious damage to the entire facility. 3. Moving the new sheet pile wall out to 14' would reduce the amount of vibration transferred to the existing sheeting and building during installation work, reducing the potential for building damage and loss of use. 4. The roof of the unloading platform extends out approximately 12', covering a portion of the existing unloading pier and fender piles. The 9' alignment as proposed by the permit would require that this roof structure be removed to allow installation of the new sheeting wall. 5. Installation of the new sheet pile wall at 14' would not infringe on boat traffic at the marine facility. The existing pile supported pier and timber fendering are aligned 13' waterward of the seafood structure and the proposed wall will generally follow within P of these piling.
