The permit was originally issued for the construction of the North Carolina Estuarium, bulkhead, docks, and a wetland creation area. The project site is on Water Street in the City of Washington on the Pamlico River in Beaufort County. The Partnership for the Sounds is requesting three changes as listed below; 1. Construction of a 20' by 16' wooden deck on the shore side of the existing bulkhead. A 6' by 16' access from the existing boardwalk to the new deck. A 7' by 10' floating platform is proposed in the Pamlico River with a 15' long access ramp from the existing boardwalk. 2. Proposed to replace the decking on the two existing finger piers. 3. Construct a 16' by 30' deck on the east side of the Estuarium with a 5' by 16' access from the existing boardwalk. All of this structure is on land. The $50 check to cover the cost of the permit modification has been deposited into the Department account. I support modifying the permit to include the requested changes. Included is a letter from the City certifying they have no objections to the permit modification request. The project involves the construction of a. ock and acc�prp in and along an existing bulkheaded boat slip. The project will also involve re -decking of existing finger piers, and the landward extension of an existing boardwalk to create a deck for picnic tables. A description of the project is provided below; schematic designs are also enclosed. Project Area A: An on -land extension of approximately 16'x 6' will be added to an existing 6' wide boardwalk. At the end of the extension, an on -land deck of 20'x 16' will be built. All ADA guidelines for construction will be met It will be constructed of pressure -treated southern yellow pine lumber. Also, extending into the Pamlico River (inside an existing boat slip) from the existing boardwalk will be an inclined ramp of approximately 15' in length, and a 7' x 10' floating platform that will allow access to canoes and other small boats. The ramp and platform, constructed of man-made materials, will be secured with permanent poles (metal, 2" diameter). The platform will be buoyed by polyvinyl floats, and will also be accessible by the on -land deck, which will extend c. 3` over the bulkhead. Project Area B: Two existing c. 40' finger piers will be resurfaced with new 2x6 pressure -treated boards. Old decking will either be covered or removed as appropriate. Inspection of existing joists indicates one may need to be replaced or reinforced, but no new pilings will be sunk. Project Area C: A 1600' ground -level deck with a 5' wide x 16' long connecting section attached to an existing 6' wide boardwalk Footrails will be needed on all sides of the deck and the connecting boardwalk All construction will be done with pressure -treated lumber. Permit No. 69-96 was issued for the North Carolina Estuarium and those activities constituting "Development", i.e. bulkhead, gabian, etc., within the Public Turst Area of Environmental Concern of the Pamlico River. Mr. Bassett's request to modify the aforementioned permit to allow construction/realignment of some walkways, including a footbridge and handrail, crossing the permitted gabian to establish a better vantage point for viewing the river, as well as the created wetlands, is hereby authorized as show on the plat attached to his 2 July 1997 correspondence. We would like to formally request or modification to original C.A.M.A. permit and application, dated May 9, 1996, as follows. We purpose to build a boardwalk consisting of approximately 2781. ft. of walkway with associated handrail, and footbridge over newly constructed gabion bulkhead. The walkway ranges in width from 12' to 6'-8" and Its sole purpose is to disguise the existing concrete slabs and old bulkhead. Please see an attached Platt modification for size and shape.
