This letter of refinement is in reference to your 18 May 1999 correspondence
requesting a modification of Major CAMA Permit Numbedissued to the City of
Washington on 9 May 1996 and modified on 9 September 1998. Permit Number 69-96
was issued for the construction of the North Carolina Estuarium, bulkhead, docks, and
a wetland creation area. The project site is on Water Street in the City of Washington
on the Pamlico River in Beaufort County, North Carolina.
Your request to modify the aforementioned permit to change the floating
platform from T by 10' to 7' by 20' as well as changing the access ramp from 15' long
to 16' long is hereby authorized. All permit conditions including the 31 December 1999
expiration date still apply and remain unchanged. Your modified plats dated revised 25
May 1999 illustrating the authorized change will become a part of your permit and file
and construction should be accomplished accordingly.

Dear Mr. Moore:
This is a request to refine the above described permit:
Item 1 of the memorandum from David Moye to John Parker dated July 27, 1998 states:
"Construction of a 20' x 16' wooden deck on the shore side of the existing bulkhead. A 6' x 16' access
from the existing boardwalk to the new deck. A Tx 10' floating platform is proposed in the Pamlico
River with a 15' long access ramp from the existing boardwalk".
We wish to refine the permit as follows:
