Blue -line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) I have reviewed the subject project in regards to the NCAC 7H guidelines specifically the general and specific use standards and have determined that the project is consistent with those standards. As a result of this consistency, I recommend the permit be issued with the following conditions: (1) No excavation will occur within the canal except that necessary to obtain the proper slope for the boatramp. Z (2) No excavated or fill material will be placed at any time in any marsh or surrounding waters outside of the alignment of the fill area indicated on the work plat(s). 3 (3) All excavated materials will be confined above mean high water and landward of regularly or irregularly flooded marsh behind adequate dikes or other retaining structures to prevent spill -over of solids into any marsh or surrounding waters. The proposal is within the town's planning area and on the Meherrin River. Public Trust Area and Estuarine Water AECs are involved. The proposal comes under the auspices of the September 1993 CRC certified Murfreesboro Land Use Plan update. The plan offers the following limited guidance on proposals of this type: Town policy on AECs (page 18-19) is to support current state, federal and local restrictions on development within AECs. Town policy also supports recreation facilities that better utilize the river. Town policy on tourism (page 29) includes "Developing the river resource for more active public use is a future goal." Town policy on access (page 29-30) supports existing and future access sites to the river. The site for this proposal is shown in the Conservation land class on the town's classification map. This class is protected by applicable AEC standards the state has developed as the town has not developed more strict standards. PROJECT SUMMARY: The applicant is proposing to replace an existing public launching ramp with a new ramp and launching pier. Town of Murfreesboro Hertford County Environmental setting The Town of Murfreesboro is the owner of a 4.86 acre tract of land adjacent to the Meherrin River in Hertford County which is leased to the North Carolina Wildlife Resources Commission as a public boating access site. The site which has been utilized for public boating . access for many years has an existing gravel entrance drive which connects to a gravel parldng area. The parking area leads to an existing concrete boatramp with two adjacent launching piers. The ramp is located at the landward end of a manmade canal which connects to the Meherrin River. The site entrance and the parking area is well landscaped with various lawn grasses. The canal appears to have been historically excavated through an area of wooded swamp which borders the river. Wood swamp vegetation continues to be present on both the east and west sides of the canal. Project proposal The applicant is proposing the following: (1) The replacement of the existing concrete boatramp with a new concrete ramp. The new ramp will be located at the same location as the existing ramp. The ramp which will have a width of 14' will have a total length of 99.0' of which 31.7' will be below the NWL. Prior to the placement of the new ramp, the existing ramp will be removed and a bed of No. 5 washed stone will be placed beneath the new ramp. (2) The removal of the two existing launching piers and replacing them with one new pier along the east side of the proposed ramp. The new pier will have a total length of 98.5' of which 45.3' will be beyond the NWL. The pier will have a width of 5.5'. (3) The placement of Class A erosion control stone along both sides of the new ramp. The majority of the stone will.be placed landward of the NWL, however, it will extend a maximum of 13' beyond the NWL on both sides of the ramp. Environmental impact The project as proposed should have a minimum environmental impact. Approximately 117 sq. ft. of open water area will be filled as a result of the placement of the erosion control stone. No wetland vegetation will be excavated or filled. David L.
