This letter of refinement is in reference to your 15 December 2022 correspondence
requesting an amended modification of Major CAMA Permit No. #35-22. The original permit was
issued to Sargent Investment Group, LLC on 4 April 2022. The permit authorized construction of a
bulkhead, retaining wall, wetland fill, pier, boatlifts, excavation, and upland fill located at 598 East
Street in Belhaven in Beaufort County.
The Division received your request on 15 December 2022 to relocate an aerial powerline
underground by directional bore and a new waterline installed by directional bore. Your request is
hereby authorized. All permit conditions including the 31 December 2025 expiration date still apply
and remain unchanged. Your modified plat received illustrating the authorized changes will become
a part of the permit file and construction should be accomplished accordingly.

The purpose of this email is to update my email from yesterday December 14, 2022 requesting modification of Major
CAMA/Dedge and Fill permit no. 35-22. As discussed during our phone conversation this morning, the proposed
relocation of the existing aerial powerline to underground by directional bore on the Sargent property in Belhaven will
also include the boring of a waterline to provide water to the canal and boat harbor. A directional bore will be set up on
highground and bore a three inch line from Pantego Street to the parking area for the boat harbor. Then the bore
machine will move to the parking area and bore to the existing residence. This bore work will provide power to the boat
harbor and maintain power to the existing residence. Then the bore machine will move next to the canal and bore to
the existing residence for the waterline. The waterline will be 1.25". 1 have attached a new drawing to be used for this

Per our recent phone conversations, I am requesting a modification of Major CAMA/Dredge and Fill permit no. 35-22
issued to Sargent Investment Group LLC, Mary and Michael Sargent, for development of a boat harbor on their
property located off Pantego Street on a man made canal off Battalina Creek in the Town of Belhaven, North
Carolina. The purpose of this modification request is to bury an existing aerial electric utility line by directional bore to
establish power to the boat harbor on the canal and to the existing residence. A directional bore will be set up in an
upland adjacent Pantego Street with the bore emerging in the parking area and at the existing residence. I have
attached a modified sheet showing the bore pit location and proposed route. The conduit to house the power line will
not exceed 4".
