Terracon is working with Duke Energy to replace a primary distribution line to aid in servicing
customers and improve reliability.
Please reference the attached exhibit for the Smyrna Bore Project. This project is located on
the west side of Hwy 70 and an unnamed tidal creek, a tributary to Williston Creek. The
project study area is an existing driveway that crossed over the tidal creek in the project
study area. The driveway over the tidal creek was damaged/washed-out during a significant
storm event. This exposed the existing primary distribution line conduit and put it at risk of
further damage from storm events and daily tidal exchange. The proposed project will consist
of approximately 380-feet of underground (UG) primary distribution line, with approximately
110-feet of the proposed 380-foot line extending under the tidal creek.
This letter is being sent to the adjacent riparian property owners to the proposed
bore/horizontal directional drill under the unnamed tidal creek. As part of North Carolina
Division of Coastal Management (DCM) General Permit process, the adjacent riparian property
owners must be advised of the project along with a request for a written statement of no
objections to the proposed project. Please consider this a request for review.

In past correspondence NCDCM (email from Ryan Davenport 11-10-2021) informed Duke that a GP1600
would be required for this project. The project involves the replacement of an existing underground
distribution line between parcel -A and parcel-C on the attached aerial. Existing conditions consist of a
driveway that was damaged/washed out due to past storm events leaving the existing underground
distribution line conduit exposed (see photo sheets attached). Photograph 4 shows the depth and existing
conduit that was buried by the driveway prior to washout.
The other photographs show the existing driveway. The driveway is the proposed path of the new
underground distribution line to be bored under this feature to tie to the existing transformer located on
parcel -A (see attached Exhibit 3). Duke Energy proposes to use horizontal directional drill (HDD)
equipment to install the underground conduit a minimum of 2' below the bottom contour of the
approximately V-4' deep tidal feature (photograph 4). The HDD bore start/exit and the approximate
proposed path of bore are shown on the attached Exhibit 3. No open cut trenching, fill, or HDD bore
start/exit are proposed in jurisdictional areas as part of the project. This project is needed to replace the
exposed distribution conduit to protect this line enabling Duke to provide service safely and efficiently to
customers in this area.
