Meeks Page 2 9. PROJECT DESCRIPTION 7/11/96 The project site lies adjacent to Myrtle Grove Sound on Scout Camp Hatilla Rd., off of Seabreeze Rd., off of Highway 421 in southeast New Hanover County. The property is immediately south of the Dolphin Bay Community. The applicants have a 3.6 acre tract on which they have recently constructed a single family residence. The tract is vegetated with wax myrtles, pines, oaks, and yaupon holly. The waters of Myrtle Grove Sound are classified SA by the Division of Water Quality; the area is a designated Primary Nursery Area; the waters are open to the taking of shellfish; New Hanover County classifies the area as Conservation under their Land Use Plan. The applicants are in the process of completing a single family pier that was constructed under a General Permit. The pier extends from high ground owned by the applicants, but which is separated from the main portion of their tract by a finger of SSpartina alterniflora. The applicants now wish to connect the two high ground segments of their property by a footbridge, in order to utilize the pier more conveniently. The proposed footbridge extends across the 80' span of marsh, and onto the high ground for 20' on each side, for a total length of 120'. The footbridge was positioned to cross the marsh at the narrowest point. Although a wetland delineation has not been submitted, it can be expected that the Section 404 wetlands will extend landward from the Snartina alterniflora for some extent. The structure is proposed as a drip -through, timber -decked walkway, elevated 4' above substrate. The proposed bridge is 6' in width. The structure is proposed no closer than 25' to either adjacent riparian corridor. This project requires a major permit because it crosses the marsh below mean high water, from high ground to high ground, therefore requiring U. S. Coastguard authorization. 10. ANTICIPATED IMPACTS The project as proposed will incorporate approximately 480 square feet of Snartina alterniflora, and 240 square feet of high ground.
