College Rd, Suite E DCM-UHD CITY Wilmington, NC 28412 Dear Ms. Lutheran: This is with reference to your request, acting as agent for Timothy Glasson, to modify State Permit #86-14, issued to Mr. Glasson on October 2, 2014 and expiring on December 31, 2017. The action proposed in your submittal, as submitted in your November 4,2014 request, is to authorize the relocation of the driveway and expansion of the house footprint. In reviewing the information provided, the Division of Coastal Management has determined that the proposed action is consistent with existing State rules and regulations and is in keeping with the original purpose and intent of the permit. This Letter of Refinement authorizes the modification of State Permit #86-14, as described in your letter dated November 4, 2014 and two plans labeled "Site Plan for Timothy U & Diana B Glasson" dated received 11/4/14 and 11/5/14. All permit conditions remain in effect. Please note this refinement does not authorize any work not expressly described above, nor does it eliminate the need to obtain any other additional state, federal or local permits, approvals or authorizations that may be required- including a stormwater plan revision by the Town of Oak Island. By copy of this letter we are also notifying the U.S. Army Corps of Engineers, the DEMLR and the Town of our action. With this correspondence, Southern Environmental Group, Inc. (SEGi), on behalf of Mr. Timothy Glasson (hereinafter referred to as the "Applicant"), is submitting this request to refine DCM Permit 86-14. The refinement is necessary to ensure the accuracy of the plans and that those plans are in compliance with the Coastal Area Management Act (CAMA). The revision consists of relocating the driveway from entering off East Yacht Drive to entering off N.E. 48'" Street. The location of the driveway will not encroach into the 30' Vegetative Buffer and will result in a net decrease of BUA, on the overall site. The BUA within the 75' Estuarine Shoreline Area of Environmental Concern (AEC) will remain below 30% (-1,501 square feet). Please refer to the attached site plan for details. There are no further wetland impacts associated with this change. It is of SEGi's opinion that the proposed changes are inconsequential and should be processed, by the DCM, as a Letter of Refinement.
