Edward Harrell FtEcegver) DES 211999 COt�STAIMANAG��ENT SUBJECT: Request for 10-Year Renewal of CAMA Permit #172-96 from Larry Lamb DATE: December 17, 1999 This office has received a request from Environmental Professionals, Incorporated on behalf of Mr. Larry Lamb for a renewal of the above referenced permit for a period of 10 years. The permit authorized hydraulic dredging to a depth of 10 feet within an existing basin and within Roland Creek off the Pasquotank River in Camden County. On February 1, 1999, the permit, via a letter of refinement, was modified to allow (1) a change from hydraulic dredge to a clamshell bucket and dragline on a barge; (2) the installation of three temporary mooring pilings to assist barge off loading; and, (3) the combination of spoil areas as depicted on the amended plat dated January 29, 1999. Mr. Lamb has completed substantial dredging work which is ongoing. He anticipates that the project will be complete in the spring of 2000 and no changes in plans are proposed. A Notice of Violation #99-01A was issued to Mr. Lamb on January 21, 1999 for excavating a 2000 square feet area outside the permitted limits of the project. No restoration was requested and the $900.00 assessment was paid on June 17, 1999. I have determined during recent'on-site inspections that the project is in compliance with the permit conditions. Since the initial project has not yet been completed, I recommend that Mr. Lamb be granted a two-year extension of CAMA Major Permit #172-96 as modified on January 21, 1999 and with all conditions set out in the original permit. cc: Raleigh Bland, USACOE North Carolina Department of Environment and Natural Resources James B.
