This permit, issued on Innuary22, 2002 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to fines, imprisonment or civil action; or may cause the permit to be null and void.
1) This renewal/transfer must be attached to the original of Permit #108-96, which was amended on
3/27/97 and all subsequent renewals, and all documents must be readily available c,n site when
Division personnel inspect the project for compliance.
2) All conditions and stipulations of the active permit remain in force under this renewill.
NOTE: Effective 8/l/00, the Coastal Shoreline AEC category was amended to include�fi Public Trust'
Shoreline AEC. The permittee is advised that any future development within 50r'cet of the mean
high water line may require additional permit authorization from the Division.
This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date. An appeal requires resolution prior to work initiation or
continuance as the case may be.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2003

Dear Madam or Sir:
Through coordination with the North Carolina Division of Coastal Management, we have
learned of your request for transfer and renewal of the Department of the Army (DA) permit
issued to Vision Properties, LLC, Post Office Box 5007, Winston-Salem, North Carolina 27113
on September 11, 1996 which authorized the dredging of approximately 310,950 square feet of
non -vegetated shallow water areas for the reopening of a boat basin and the development of a 66
lot subdivision with a 74 slip marina facility off of Bogue Sound, in Indian Beach, Carteret
County, North Carolina.
Your proposal continues to be consistent with the provisions and objectives of general
permit No. 198000291. The permit is hereby transferred to Sea Isle Plantation North
Homeowners Association. It is understood that all other conditions of your permit remain
applicable and that the expiration date is December 31, 2003.

SUBJECT: Extension of CAMA Major Permit # 108-96
Mr. Leslie H. Cochran, President of Sea Isle Plantation North Homeowners
Association, has requested that CAMA Major Permit # 108-96 be extended for an
additional two years. 'The permit was originally issued to Sea Isle Plantation (Vision
Properties, LLC.) on 13 August 1996 for the excavation of an access canal to a
highground basin, construction of a 74-slip marina inside the basin, and development of a
residential subdivision adjacent to Bogue Sound in Indian Beach, Carteret County, North
Carolina. The permit was renewed on 3 February 2000, and will expire on 31 December
2001. The subdivision is approximately 70 percent sold, and is continuing to be
developed.
The continuing work is consistent with the original permit, and no requests to
modify or expand the project are being submitted at this time. Mr. Cochran has submitted
the $100 transfer fee with his request. After a thorough review of the enclosed
documents, I have determined this request is consistent with the current rules and
regulations of this Division and I support Mr. Cochran's request to transfer this permit.

Dear Mr. Tyndall;
This confirms our request for a development period extension for Sea Isle Plantation
North. Work begun on this project in 1996 is continuing on the permitted project in a
manner consistent with the original definition.
The project is proceeding at a rate consistent with original plans. Well over two-thirds of
the original lots have been sold. The project will continue to evolve and mature in the
years ahead. All plans for the future are consistent with the scope defined within the
existing permit. A notice of change of ownership is referenced in my letter of December
17,2001. Further, the project remains in compliance with all conditions of the current
permit.
An extension fee check for $100 is attached. If any additional information is required,
please call me at 222-4740.

Please find the enclosed request from Mr. Leslie H. Cochran, President of the Sea
Isle Plantation North Homeowners Association to transfer CAMA Major Permit #108-96
to Sea Isle Plantation North Homeowners Association. The permit was originally issued
to Sea Isle Plantation (Vision Properties, LLC) on 13 August 1996 for the excavation of
an access canal to a highground basin, construction of a 74-slip marina inside the basin,
and development of a residential subdivision adjacent to Bogue Sound in Indian Beach,
Carteret County, North Carolina. The permit was renewed on 3 February 2000, and will
expire on 31 December 2001. The enclosed letter from Mr. L. Wayne Yarbrough with
Vision Properties, LLC. supports transferring the permit from Vision Properties, LLC. to
Sea Isle Plantation North Homeowners Association.
Mr. Cochran has submitted the $100 transfer fee with his request. There were no
requests to modify the project as permitted, and the permit will be used for the purposes
for which it was issued. After a thorough review of the enclosed documents, I have
determined this request is consistent with the current rules and regulations of this
Division and I support Mr. Cochran's request to transfer this permit.

Transfer of Ownership
This letter is a follow up on our recent conversation in which I indicated that our
Homeowners Association had assumed responsibility for Sea Isle Plantation North. Attached
is a letter from Wayne Yarbrough indicating that the transfer has been made in accordance
with the covenants. The CAMA permit for 2002 and beyond should be assigned to Sea Isle
Plantation North Homeowners Association, P. O. Box 156, Salter Path, NC 28575.
In accepting responsibility for the CAMA permit at Sea Isle Plantation North, we
acknowledge that the permit will be used for the purposes for which it was issued. Further,
there is no substantial change in conditions, circumstances, or facts affecting the project,
and there is no substantial change or modification of the project as proposed in the original
application.
The transfer fee check for $100 is attached. If any additional information is required,
please call me at 222-4740.
