PROJECT SUMMARY: The applicant is proposing to construct a bulkhead, to fill in a portion of an existing basin, to excavate a barge basin and construct a load -out bridge. FIELD INVESTIGATION REPORT: Shipyard Properties (Work Bridge Site) PAGE #2 9. NARRATIVE DESCRIPTION: Shipyard Properties owns a ± 28 acre tract of land located on the Trent River near the City of New Bern in Craven County. The Ramada Inn and Marina is located on the property and were authorized by CAMA Permit No.'s 19-86, 245-88 and 132-91. Before the motel and marina, a shipyard and fabrication plant was located on the property. Traylor Bros, Inc. has leased ± 4 acres of this property (just east of the Motel) which is being used- as a staging area in the construction of the Neuse River Bridge project. The subject of this permit request is 1) the construction of a bulkhead around a peninsula of high ground, 2) the filling in of a portion of a man-made basin and 3) the construction of temporary pile support "bridge" which will be used to load structural steel onto awaiting barges. As a part of the lease agreement with Shipyard Properties, Traylor Bros. has agreed to construct a new bulkhead around a peninsula of high ground which juts'out into the Trent River and to continue the bulkheading to the western property line. This area has historically been stabilized with a steel bulkhead which has deteriorated along the majority of the shoreline. CAMA Permit No.'s 245-88 and 132-91 authorized the construction of a bulkhead which was to follow the alignment of the old bulkhead. The work was never undertaken and today the old bulkhead is up to ± 20' waterward of the normal water level (NWL) in several places. (A CAMA General Permit was recently issued to the applicant which allowed for selected shoreline stabilization to portions of the property). A small intermediate fringe of 404 type vegetation exist along portions of the shoreline. Wetland vegetation in this area includes bacchafis halimifolia, juncus effusus, taxodium distichum, etc. The applicant is requesting a permit which would allow for the construction of a new concrete bulkhead around the perimeter of the highground peninsula. The bulkhead would be ± 800' in length by a maximum of 12' beyond the NWL (an average of ± 8'). A ± 100' area of the Trent River just west of the peninsula is to be also bulkheaded. In this location the bulkhead would be located ± 2 waterward of an existing bulkhead or the NWL. Also proposed is the filling of the upper end of an existing basin located immediately east of the peninsula. The area to be filled is ± 60' long x 67' wide and up to -2' NWL deep. It was also previously authorized to be filled under a CAMA Permit. The applicant also wishes to construct a load -out "bridge" on the west side of the high ground peninsula in order to load steel and other materials onto waiting barges. The load -out bridge will act and be constructed much like a traditional travel lift. One of the tracts will be over the Trent River on a ± 345' long x 10' wide pile supported steel deck plate while the other tract will be located on high ground directly behind the proposed bulkhead. The supported for this tract will be a ± 350' long x 10' wide x 12" deep base of stone. In order to get barges within the "bridge" slip, the applicant is requesting permission to excavate a ± 60' wide x 160' long basin area within the Trent River. Existing water depths within this area average -3.5' NWL deep and the proposal is to excavate the area to -8' NWL. All spoils will be placed on adjacent high ground and used within the Neuse River Bridge project area. After completion of the bridge project, the load -out bridge will be removed 10. ANTICIPATED IMPACTS: The construction of the proposed bulkhead and the filling of the basin will result in the loss of ± 130 ft.' of 404 type vegetation and ± 10,400 ft.z of shallow water bottom areas with ± 770 yds.' of fill material being placed below the NWL. Turbidity impacts will be increased during the pile driving and installation of sheeting and backfilling activities but should be short term in duration. The proposed excavation of the load -out basin area will result in ± 9,600 ft.z of bottom being disturbed with ± 1,400 yds.' of sand and silt material being removed and placed on adjacent high ground. The excavation and pile driving activities will also increase turbidity levels in the Trent River but they should be also short term in duration. The proposed load -out bridge will be located greater than 15' from the adjacent property owners area of riparian access and will be removed from the water after the bridge work has been completed. Areas of Environmental Concern (AECs) impacted by the proposed work include Estuarine Waters and Public Trust Areas. Waters at the site are classified as SB Sw NSW and are closed to the harvesting. of shellfish. The area is not a Primary Nursery Area. I have reviewed this proposal for consistency with the 1996 Craven County Land Use Plan (LUP) Update and offer the following comments. The general area of the project is classified as Developed, while the AECs impacted by the proposed work are classified as Conservation. Throughout this recently certified Land Use Plan, the County supports state permitting requirements for development in AECs. While the plan specifies a few more restrictive local requirements, none of these local policies appear to be applicable to this project. Specific applicable policies include Resource Production and Management Policies for Marine Resource Areas. These policies state Craven County's support for the 7H Use Standards for estuarine and public trust areas. Although this is not an application for a marina, the development will be in close association with the existing Ramada Inn Marina. Craven County allows marinas which are constructed according to the State's minimum use standards. Marina and Floating Home Development policies contained in the Plan would not negatively affect this project as proposed. Based on the above policies, this proposal appears to be consistent with the 1996 Craven County Land Use Plan, provided all state requirements can be satisfied. Based on our present knowledge of the area, it is unlikely that any submerged archaeological resources which may be eligible for inclusion in the National Register of Historic Places will be affected by the project construction. We, therefore, recommend that no underwater archaeological investigation be conducted in connection with this project. We would like to notify you that this project should be undertaken with caution. If during construction submerged archaeological materials are encountered, such as shipwreck remains, it is the responsibility of the Army Corps of Engineers - Wilmington District to notify this office immediately, pursuant to Section 106 of the National Historic Preservation Act of 1966. In addition, the area is protected by North Carolina legislation (G.S. 121-22 to 28, Article 3: salvage of Abandoned shipwrecks and other underwater archaeological materials on all bottoms from low water to one marine league seaward, and bottoms of other navigable waters). NARRATIVE DESCRIPTION: The applicant's property consists of a t 33 acre tract of land located on the south side of the Trent River between the R&E Railroad Trestle and the Alfred Cunningham Bridge, near the City of New Bern, Craven County. Historically, a shipyard was located on the property but has long ceased operation and been demolished. The Ramada Inn, with an associated f 148 slip commercial marina, and the temporary field construction site for Traylor Bros. Constriction Company is also located on the property. (Traylor Bros. is the prime contractor constructing the Neuse River Bridge.) A number of CAMA Permits have authorized development activities on this site and a CAMA permit application is currently being processed which would allow the construction of bulkhead, load -out bridge, etc. in the area immediately adjacent to and on the west side of the motel and marina. It is not known at this time if any beds of submerged aquatic vegetation (SAV) exist within the project site but there are several areas downstream where SAV are present. The waters of the Trent River at this location have been classified as SB Sw NSW by the Environmental Management Commission and are considered Estuarine Waters by the NC Coastal Resource Commission. A sewage treatment plant is located on the property and discharges treated sewage effluent into the Trent River. A boat sewage pump -out station is also located at the marina facility. As a part of the lease agreement with the landowner, Shipyard Properties, Traylor Bros. is requesting a permit to excavate a portion of the Ramada Inn marina located in the Trent River. The area to be dredged is located within and adjacent to the two eastern boat docks, one of which was heavily damaged by Hurricane Bertha. The area to be dredged measures f 330' in length x up to f 120' in width with existing water depths ranging from -l' to -7' normal water level (NWL) deep. The applicant is now proposing to excavate this area to a depth of -8' NWL. The excavation is proposed to be accomplished by either barge and crane or by a hydraulic dredge with the diked spoil disposal site located on adjacent high ground. The disposal area is t 300' long x 300' wide and will have a f 7' high dike around its perimeter. A f 40' x 60' portion of the project area was previously authorized to be excavated under CAMA Permit # 132-91 but was never undertaken. The permit did imposed several conditions which required a minimum 20' buffer zone between the excavation area and emergent wetlands along the shoreline and restricted excavation activities to the time period between February 15 and May 31 of any year. 10. ANTICIPATED IMPACTS: The project as proposed will result in the excavation of t 24,000 ft.z of shallow to semi -deep bottom area with t 5,000 yds.' of sand and silt material being either pumped to a diked disposal area or placed in a barge for unloading and disposal on adjacent high ground. Turbidity levels will be increased during times of excavation but should be relatively short term in duration.
