1) This minor modification authorizes the construction of a single story office building with associated
parking, and the removal of 14, 993 square -foot of gravel and seeding/replanting.
2) In order to protect water quality, runoff from construction must not visibly increase the amount of
suspended sediments in adjacent waters.
3) Appropriate sedimentation and erosion control devices, measures or structures must be implemented to
ensure that eroded materials do not enter adjacent wetlands, watercourses and property (e.g. silt fence,
diversion swales or berms, sand fence, etc.).
4) A ground cover sufficient to restrain erosion shall be provided within 30 calendar days of completion of
any phase of grading.

This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date. An appeal requires resolution prior to work initiation or
continuance as the case may be.

Dear Mr. Ramsey:
On April 8, 2004, the Wilmington Regional Office received a plan revision for
Stormwater Management Permit Number SW8 980409 Modification. The revisions include the
removal of 17.625 square feet of impervious surface and the construction of a new building and
parking area which total 16,484 square feet. This results in a net decrease of 1,141 square feet of
built -upon area. It has been determined that a formal permit modification is not required for the
proposed changes. We are forwarding you an approved copy of the revised plans for your files.
Please replace the old approved plan sheets with the new ones.
Please be aware that all terms and conditions of the permit issued on December 8, 1998,
remain in full force and effect. Please also understand that the approval of this revision to the
approved plans for the subject State Stormwater Permit is done on a case -by -case basis. Any
other changes to this project must be approved by this office prior to construction. If it is
determined that the proposed revision will require a modification to the permit, you will be
notified.

SUBJECT: Extension for Major CAMA Permit # 8 — 96 issued to Jarrett Bay Boatworks, in
Carteret County.

Please find enclosed a request from Mr. Randy Ramsey, of Jarrett Bay Boatworks, Inc.,
to renew State Permit # 8 - 96. The permit was originally issued June 2, 1998 and expired
December 31, 2001. This permit authorized the construction of a boat manufacturing business,
and maintenance excavation for the boat basin. The State Permit # 8 — 96 was renewed for
maintenance excavation on December 22, 1999. This permit expired December 31, 2004.
At this time, all new construction authorized under the original permit has been
completed. However, a minor modification to State Permit # 8 96 was issued on May 27, 2004
for the construction of a single story office building with associated parking and the removal of
14,993 sf of gravel. At this time the building is dried in but not yet complete. The applicant has
requested an extension of the permit to complete the building and to be able to continue the
maintenance excavation of the basin when necessary.
The applicant wishes to renew the permit for an additional five-year period. A $100.00
check accompanies this request. I recommend the renewal be granted as requested.

Please find enclosed a request from Ginger Turner of Stoud Engineering, acting on behalf of Jarrett
Bay Boatworks, to modify State Permit #8-96. This permit was originally issued to AWH
Corp/Hopeman Brothers in 1996, was later transferred to Jarrett Bay Boatworks, has undergone
several Minor Modifications, Letters of Refinement, two Major Modifications, and was renewed to
expire on 12/31 /2004. The current proposal has received DWQ Stormwater Permit #SW8980409.
A check in the amount of $100.00 is included.
The proposal is to add an office building of 3, 744 sf (footprint— single story building) with
associated parking to the site. The structure is proposed on the south side of the lot, in an area that
is currently considered impervious (gravel). Approximately 14,993 sf of gravel within the 75' AEC is
to be removed and the area planted. Of this, approximately 6,330 sf is currently within the 30'
required buffer. The impervious to be relocated within the AEC is 791 sf. This proposal will result in
a net decrease of 14, 202 sf of impervious within the AEC of the industrial park shoreline. The
impervious within the entire industrial tract is presently 734,465 sf. The finished overall impervious
will be reduced to 733,324 sf.
I recommend the permit be modified as requested.

Dear Tere,
Attached you will find the proposed layout for the new building at the above referenced site. We
are requesting for a review of a minor modification to Major CAMA Permit #8-96. Janet Bay Boatworks
is proposing a 3,744 square foot building, including an eight foot porch on three sides and parking to
accommodate the facility. Through conversation with the Division of Water Quality, only a plan revision
is being requested for this addition and plans have been submitted to their office for review.
Listed below are the amounts of impervious that are to be removed and reseeded.
• Area within 75' AEC = 123,864 sf
• Existing impervious area within 75' AEC = 70,751 sf
• Proposed impervious within 75' AEC = 791 sf
• Impervious area to be removed within 75' AEC = 14,993 sf
(Impervious area to be removed from 30' buffer = 6,330 sf)
• Net decrease in impervious area within 75' AEC = 14,202 sf

Through coordination with the North Carolina Division of Coastal Management, we have
learned of your request for modification of your Department of the Army (DA) permit issued on
July 1, 1998, which authorized excavation of material for maintenance of a barge basin in Core
Creek, on the Intracoastal Waterway north of Beaufort, Carteret County, North Carolina. The
requested modification consists of the construction of a single story office building with
associated parking, and the removal of 14,993 square foot of gravel and seeding/replanting.
Your proposal continues to be consistent with the provisions and objectives of general
permit No. 198000291 The permit is hereby modified. It is understood that all other conditions
of your permit remain applicable and that the expiration date is December 31, 2004.
