Skvarla, III Secretary RE: Modification of State Permit #32-14, Town of Beaufort, 718 Front St, Beaufort, Carteret County Please find enclosed the request dated received 5/9/14 from Mr. Charles W. Burgess Jr., Town Manager, to modify the CAMA permit issued to the Town of Beaufort. The original permit, #32-14, was issued on 3/28/14 and is set to expire on 12/31/17. The permit authorized the reconfiguration of the existing town docks at Grayden Paul Park, with the addition of three slip areas and the addition of three 12' x 30' floating platforms as well as one 12' x 24' floating platform with gangways for ADA accessible passenger ferry service to Cape Lookout National Seashore. Since the issuance of this permit, the applicant is proposing theigocation of the previously permitted western floating docks along a pier to the west (o"ed by the Town of Beaufort but leased by a separate entity) of Grayden Paul Park, a 6' x 150' boardwalk along the existing concrete wall, a 6' x 29' fixed pier and the addition of two 5' x 20' floating finger piers (replaces two existing fixed finger piers). The existing 7-slip pier to the west currently houses the Crystal Coast Lady as well as the ticket booth for ferry transportation to Cape Lookout National Seashore. The applicant is proposing the placement of a 6' x 150' boardwalk that would extend from the Grayden Paul Park property over high ground (15' above nhw) and parallel with the existing concrete wall to the west for approximately 150'. There is a 35' to 40' area along the western portion of the existing concrete wall that maybe 404 jurisdictional wetlands. Uc boardwalk would then intersect anew 6' x 29' fixed pier. The new fixed pier portion would run parallel with the existing pier and extend to the south for approximately 29'. The applicant also proposes to relocate two of the previously permitted 12' x 30' floating docks from the Grayden Paul Park existing pier to the new location along the pier to the west which would be connected by a 5' x 35' gangway. The floating piers would begin approximately 70' waterward of the existing concrete wall (18' from the edge of coastal wetlands) and remain within the existing docking facility footprint. The floating platforms would be at the USACOE channel setback as well. Two new 5' x 20' floating finger piers would be placed along the east side of the floating platforms and would help delineate the existing slips. The project as proposed would be consistent with the specific guidelines found in 15A NCAC 07H.0208. A check in the amount of $100.00 was included with the request. The Town has completed the work per the original permit authorization, but now desires to relocate the western floating dock (measuring 12'x60') and attached gangway to the west and Place it adjacent to the existing fixed dock stricture located 150' from the present/oxiginal location. This relocation of the floating dock project also includes the replacement of the existing two (2) fixed finger piers with floating ones. The current configuration of the existing dockage on the western side of the fixed dock provides for four (4) moorings. The relocation of the floating dock will also provide for four (4) moorings. There will therefore be no increase in the existing number of moorings. The ACOE Waterway will not be affected by the relocation of the floating dock. In addition to the above, the Town is requesting the placement of a six foot (6') wide one hundred fifty foot (150) long boardwalk connecting the floating dock with the Grayden Paul Park property located to the east. The boardwalkwillbe located on uplands adjacent to the existing bulkhead/seawall. All of the above minor modifications will take place on property owned by the Town of Beaufort.
