construction, parking, boat dockage, boardwalk and other associated amenities on a tract

off Adams Creek Canal, near Beaufort, in Carteret County.
Your latest request is to add three additional fender piles for the purpose of enabling safe
use of the travel lift. Also, you propose to add three access walkways providing access
to the boardwalk. And according to the attached plat dated received March 23, 1999, you
propose to construct the boardwalk not in a "straight line" orientation but in a manner to
conform with the mean high water line. Based on this office's review, the project remains
consistent with the pertinent rules, therefore, as long as the work is conducted in
accordance to the attached plat, consider this letter of refinement the necessary
authorization from the Division necessary to proceed with the proposed changes.
All previous permit conditions including the December 31, 1999 expiration date still apply
and remain unchanged. These plats will become a part of the permit file and construction
should be accomplished accordingly. Please attach a copy of this letter to your permit so
that it may be made available to department personnel when making routine monitoring
inspections of the site.
I do appreciate your efforts to comply with the permit requirements of the Division. If you

JARRETT BAY BOATWORKS, CARTERET COUNTY

Please find enclosed a request from Mason Cox, acting on behalf of Jarrett Bay
Boatworks, to modify his permit by way of refinement to include some minor
differences in the way the project is constructed. This request is a result of field
monitoring findings of some insignificant differences in the way the project was
built than the way is was authorized.
The request is to add 3 fender piles to the many others authorized for the purpose
of enabling safe use of the travel lift. These are not mooring pilings, and are within
the existing basin. The catwalk that was authorized does not follow a straight line,
and the plat was submitted, but is slightly re -oriented to conform to the landforms.
There are 3 small accesses to this catwalk from the adjacent high ground. I
recommend these changes be authorized under a Letter of Refinement. This
method of authorization has been approved by Doug Huggett.

RE: Protective pilings in the existing high ground basin.
Tere Barrett,
As per our conversation on March, 16 1999, this letter is a formal request to refine CAMA permit #8-96
(issued 4/17/98 and modified 6/2/98) to include three (3) fender pilings for the purpose of preventing a
navigational hazard and allowing boats to enter the 200 Ton Travelift bay. We also request this refinement to
include 3 boardwalks that extend from the existing edge of the rocky northern shoreline of the basin to the
proposed boardwalk constructed along this shoreline. As drawn on the proposed plat this boardwalk
(approximately 400' along the northern shoreline of the basin) extends in a straight line. However, this shoreline
is not straight, and the boardwalk was constructed in alliance with the mean high water mark. Based on this
evidence the boardwalk will not be constructed in a "straight-line" orientation, (as it conforms to the mean high
water mark). The full integrity of the permitted structure was maintained by the contractor who procured a
previous letter of refinement. All proposed refinements are shown on an attached drawing. I will submit an as
built survey upon authorization, and completion of proposed improvements.
Relative to existing permit conditions, it must also be recorded that grading work has been completed on
Lot # 17 (Jarrett Bay Marine Industrial Park North). This parcel is under contract to be sold to Marine Industrial
Partners, and although grading work has improved an approximate area of 80 x 350 (28,000 Sq. Ft.), impervious
material has not been applied to the site. Please contact me with any questions.
