Dear Mr. Cox:
This letter of refinement is in reference to your January 14, 1999 correspondence
requesting a modification of Major CAMA Permit #8-96 in the name of Jarrett Bay
Group, LLC. CAMA Major Permit #8-96 has been modified several times and
ultimately authorized the maintenance excavation of an existing barge basin,
renovation of the old concrete manufacturing and shipping plant, travel lift bay
expansion, bulkheading, access road construction, parking, boat dockage, boardwalk
and other associated amenities on a tract off Adams Creek Canal, near Beaufort, in
Carteret County.
Your request to modify the aforementioned permit to reduce the width of the
authorized boardwalk to 6' and to shift the outer pilings and the boardwalk to the toe
of the rock rip rap 16' waterward of the high water line is hereby authorized.
All previous permit conditions including the December 31, 1999 expiration date still
apply and remain unchanged. Your modified plats faxed and dated January 14, 1999
illustrating the authorized changes will become a part of the permit file and
construction should be accomplished accordingly. Please attach a copy of this letter
to your permit so that it may be made available to department personnel when making
routine monitoring inspections of the site.

JARRETT BAY BOATWORKS, CARTERET COUNTY

Please find enclosed a request from Mason Cox, acting on behalf of Jarrett
Bay Boatworks, to modify State Permit #8-96. This permit was originally
issued to AWH Corp/Hopeman Brothers, and has since been transferred to
Jarrett Bay, undergone several Minor Modifications and one Letter of
Refinement, and two Major Modifications. The most recent Major Modification
was issued in December of 1998. This permit included a boardwalk along the
north side of the basin, extending approximately 4' over high ground, and 6'
beyond the high water line over existing rip rap. There were pilings along this
boardwalk to serve the purpose of preventing crafts from experiencing
damage due to the rock. Upon beginning installation of this structure, the
applicant has discovered that the rip rap extends approximately 16' from the
high water line. He wishes to reduce the boardwalk to a total of 6' in width,
but relocate it waterward such that the safety piles alongside the walkway will
be located 16' from the high water line, to serve the above mentioned
purpose. The associated platwork is dated 1/15/99.
This structure is located entirely within an artificially created basin that lies
within the bounds of the applicant's property. As well, given the 1 00'width of
the basin, the project is consistent with the 1/4 rule".
I recommend the proposed request be authorized under a Letter of
Refinement to include all original conditions. This method was confirmed with
Doug Huggett on 1/15/99.
