It was originally issued on November 13, 2014 for the replacement and expansion of an existing docking facility to accommodate nine boat slips. State Permit No. 100-14 was issued a minor modification on November 12, 2014 to allow for the addition of two jet -ski platforms, and for the installation of riprap shoreline stabilization. Mr. Morrison states construction of the marina portion of the modification has been completed, but a portion of the floating dock system and six boat lifts has yet to be constructed. No other changes to the conditions of the permit are planned. There has been a lapse of 1-year since State Permit No. 100-14 expired (December 31, 2017), however, this office has no objection to the renewal. Mr. Morrison has submitted a check (no. 10396) in the fee amount of $100. Processing of the application is ongoing. However, it has been determined that additional information will be required prior to the Division taking final action on your application. These required items are summarized below: 1) Your application proposes excavation and beach placement of material in the federal channel extending beyond what has previously been authorized and evaluated for sediment compatibility, and is lacking in sampling data to determine the compatibility of this material. Therefore, additional information is needed to satisfy the requirements of 07H .0312. Please include the expanded borrow area limit details in your application, both on the MP-2 form and via detailed drawings of the proposed work. Information should include proposed dimensions and volume and a minimum of one recent vertical core sample (with associated data). Two sets of sampling data with at least one dredge event in between can also be provided to characterize material from the federal channel if all newly proposed excavation would be entirely confined to the channel. Please note that the condition requires the three members of the TAC to be North Carolina licensed Professional Engineers with substantial experience and employment experience in coastal engineering, as described in the permittee's approved Inlet Management Plan. Therefore, it is necessary that processing of your permit application be placed in abeyance to address the requirements above. Once we determine that no further actions are necessary on the part of the applicant, we will resume processing of your application. If you can provide to this office the required information within three working days from the date of this letter, DCM staff will continue processing of the application and the processing clock will not be suspended. If the required information is not received in this office within the specified timeframe, processing of the application will be suspended in accordance with 15A NCAC 07J.0204(d) until such time as the requested information is provided.
