To Whom It May Concern:
I have reviewed the information submitted to this office in your inquiry concerning the necessary filing of
an application for a minor development permit under the Coastal Area Management Act. After making a site
inspection on 7/20/2011,1 have determined that the activity you propose is exempt from needing a minor
development permit as long as it remains consistent with your site drawing and materials list submitted on
7/19/2011, and meets the conditions specified below. If your plans should change and your project will no longer
meet these conditions, please contact me before proceeding.
MAINTENANCE AND REPAIR - (G.S. 113-103 (5) (B) (5) and 7K.0209) - Structures may be repaired in a similar
manner, size and location as the original structure. No expansions or additions are permissible. The repairs are
limited to 50% of the physical value of the existing structure and the following specific conditions.
1. Replace 4 rotten piling.
2. The proposed repairs shall be consistent with all other applicable local ordinances and North Carolina
Building Code standards.
3. No changes shall be made to the footprint.
This exemption to CAMA permit requirements does not alleviate the necessity of your obtaining any other
State, Federal or Local authorization and N.C. Building Permits. This exemption expires 90 days from the date
of the letter.

At your request, DUDEK CONSULTING, P.C. (DC) visited the residence located at 906
Lake Park Boulevard, Carolina Beach, NC, on July 7, 2011 to view and evaluate the
existing pilings for repair. As seen, the pilings at the front of the building, under the
porch have deteriorated at grade level. A minimum of four (4) piling were identified for
repair. Of concern is the manner of repair.
This evaluation is with respect to the North Carolina State Building Code: Residence
Code, 2006 IBC with North Carolina Amendments, 2009 Edition (NCRC) as the current
building code and as a guide for structural acceptance. No design documentation was
recommended. No testing of materials was performed. Information provided and
reported by others is accepted as truthful. The residence is currently located in the 130-
mph, 3-second gust, exposure C wind zone per the NCRC and ASCE 7-05 with no
topographic site effects. The extrapolated wind, speed value is 138-mph. See the
attachments.
The pilings to be repaired are 6x6 posts. The pilings are under a porch, an enclosed
portion and a hip roof. It was reported that the piling are embedded 8-feet into the soil.
It was also reported that the water table is shallow. The repairs are to replace the piling
with new posts encased in concrete. The concrete is to be placed over NCDOT #57
stone. The posts are to be 6x6 with reinforcing anchorage into the concrete. See the
attached Piling Repair Detail.
