This letter of refinement is in reference to your 28 April 2015 request for a modification of Major
CAMA Permit No. 38-96 issued to Carawan Marina (Phillip Carawan). CAMA Major Permit No. 38-96 was
issued on 15 March 1996 to Warren Woodard for the excavation of a boat basin and channel and a boat
ramp. This permit was modified on 27 March 1997 to bulkhead the basin, extend the boat ramp, and
increase the number of boat slips, on 10 September 1997 to construct two wooden groins, on 24 April 1998
to construct a crab buying station, and renewed on 21 December 1999 with a five year maintenance
clause. The permit was transferred to Momsion and Frost on 12 April 2004 and renewed on 9 January
2007. The permit was transferred to Phillip Carawan on 13 January 2014. Phillip Carawan modified the
permit on 27 February 2015 for the construction of two rock groins, rip rap shoreline stabilization and
wetland excavation. On 14 October 2013 Kim Hedrick and David Moye determined the entire parking area
as impervious surface based on field observations and aerial photography.
Your request to amend the permit to allow for the construction of a 47.5' by 76' concrete pad with a
metal roof is hereby authorized. All permit conditions still apply and remain unchanged. Your modified plat
attached to your 28 April 2015 correspondence will become a permanent part of the file.

The purpose of this correspondence is to request a Letter of Refinement to CAMA Major
38-96 for a concrete pad and a roofed canopy over an existing impervious area
adjacent to the existing loading dock and building (47.5' x 76' max.). This is a working
waterfront area and the canopy will offer shade and dry working conditions for the
commercial crabbing operation that is based out of Carawan Marina. There are no
walls proposed, rather, this is will be a metal shed style roof supported by timber pilings
only.
