C. at Pamlico River (Pamlico Beach, off SR 1730) as requested in your application dated 7/18/75 & attached plat, no date , subject to the conditions set forth below. (1) That the bulkhead must not exceed 15' from the mean water line. (2) That all backfill material be obtained from a highland source and confined behind the permitted bulkhead. (3) That the activity be conducted in such a manner as to prevent significant increases in turbidity outside of the area of construction or constructio related discharge (increases of 25 JTU's or less are not considered significant). (4) That all fill materials be landscaped and stabilized with vegetation to reduce erosion. THIS PERMIT WILL BE VOIDED AND WORK STOPPED IF THE ABOVE CONDITIONS AND THE PLANS AND SPECIFICATIONS SUBMITTED AS PART OF THE APPLICATION (WHERE NOT IN CONFLICT WITH THE CONDITIONS) ARE NOT FOLLOWED PRECISELY. PERSONS FOUND GUILTY OF A VIOLATION UNDER G. S. 113-229 ARE SUBJECT TO A FINE OR IMPRISONMENT, OR BOTH. This permit, (as approved with conditions), may be objected to by the applicant or by interested State agencies within twenty days of the date of issuance by giving written notice to the issuing office. If the applicant does not submit an objection, this will be interpreted as an agreement of compliance with all permit conditions. This permit must be displayed along with a copy of the application and the project map in the cab (or pilot -house) of the vehicle working on the project, or be easily accessible on site to Department personnel when the project is inspected. Notify: Permit Section, Division of Marine Fisheries, Box 27687, Raleigh, North Carolina, 27611 when the project is completed. Any maintenance work or additional work on the project subsequent to the termination of this permit requires permit renewal and/or modification. Box 769 Morehead City, NC 28557 August 25, 1975 7-18-75 Location - Beaufort County, near Pamlico Beach. Project site is located on the north side of Pamlico River approximately 400' from the westward extent of SR 1730. The path extending off SR 1730 leading to the project site is marked by a circle of signs with two red birds on it. The applicant's house is a large "A" frame building with blue con- crete block foundation. Investigative process - App. rec. Raleigh 7-21-75; Morehead 7-31-75. Site investigated with applicant, and revised plat received 8-21-75. Environmental setting - Project site consists of a 150' wide lot along the north side of 'Pamlico River. The lot is experiencing severe erosion. Numerous pines and gums have recently been undermined and have collapsed into the river or fallen back on to the high portion of the property. Many of these recently fallen trees still are covered with green foliage. The 2-3' high bank at the site has eroded up to within 25-30' of the ap- plicant's house. Many exposed roots are sticking out from the edge of the bank. The property east of the applicant's lot is experiencing similar type of erosion, whereas the property west of the site has been rip -rapped with a 10-15' wide border of football size granite rock. The interior portion of the applicant's property is primarily wooded within 50' of the shoreline. The applicant's house is a large "A" frame structure two stories high. No marsh or submergent vegetation was observed in the sandy river substrate. Applicant stated to me on site that since he purchased the property in January of this year, he has lost an average of 10' of shoreline, and a maximum of 15' of shoreline in a badly washed out area along the west property line adjacent to the rock rip -rap border. Project description - The.applicant proposes to place a 150' long wooden bulkhead at the site. The proposed bulkhead is to be placed a maximum of 15' offshore.of the MWL line - in the badly eroded area adjacent to the west property line. The remainder of the bulk- head alignment is to average around 5-10' offshore of the MWL. The applicant and I staked out this described alignment during our onsite meeting of 8-21-75. All proposed backfill materials are to be trucked in from a highland borrow area. In addition to the proposed bulkhead, the applicant proposes to construct a 50' long by 4' wide pier at the site. The proposed pier is to extend southward into Pamlico River near the west pro- perty line. Environmental impact - If the project is completed as proposed, approximately 1500 sq.ft. of water area is to be filled. However, the applicant states that he has lost this amount or property since January of this year. From my observations, such an erosion rate in this area is quite possible. The proposed bulkhead should adequately stabilize the shore- line in this area.
