Box 769 Morehead City, NC 28557 September 15, 1975 Jim Brown Bob Pittman App. for State permit - A. B. Credle - 8-4-75 Location - Beaufort County - Pamlico River Investigative process - Rec. Raleigh office 8-19-1975; Morehead 8-21-75. Investigated site 8-29-75 and req. add. info. 9-4-75 and rec. modified plat 9-11-75. Environmental setting - The project is located on the south side of Pamlico River near the end of SR 1946 in that area known as Hickory Point. The applicant's property consists of a 50' wide by 150' deep lot which fronts on the river. A summer cottage is located on the lot, and the associated yard area is grassed and contains scattered trees and various orna- mentals. The shoreline of the property is bulkheaded and the yard area is graded to the top of the bulkhead. The bulkhead is quite old, however, and some "undercutting" has be- gun to occur behind the bulkhead. This erosive condition has required the owner to place brush, topsoil in those areas which have been receiving erosion. A pier approximately 75' long by 6' wide extends into Pamlico River from the mid portion of the bulkhead. There is no marshgrass at the project site. Project description - The applicant proposes to construct a new bulkhead at the site. The new structure is to be aligned parallel with, and 4' from, the existing old bulkhead. The new structure will "wing back" to the shoreline at each property corner. The area to be encompassed by the bulkhead - approximately 200 sq. ft. is to be backfilled by hauling in material from an upland source. There is no excavation requested at the project site. Environmental impact - The existing old bulkhead is beginning to fail, thus creating ero- sion problems along the shoreline. The proposed new structure will stop or deter erosion and subsequent siltation into the river. The project as proposed will destroy no marsh grass. Bob Pittman •C.o rlEy i .. Credle Route 2, Box 112 Washington, N. C. 27889 Dear Mr. Credle: We have received your application to bulkhead and backfill at Hickory Point. I made a routine investigation of the site on August 29, 1975. Assuming I understand your plat, I foresee no objection to the project from the various State agencies. We must require, however, a more de- tailed plat. I am enclosing an "example" which I believe illustrates your intended bulkhead alignment. If my plat aoes indeed represent your mention, please prepare a modified drawing to scale using my plat as a guide. A copy of your new drawing should be sent to me at the above Morehead City address as well as the Corps of Engineers of- fice in Wilmington. We are holding your application in our pending file, and processing will be resumed upon receipt of the requested revised plat.
