This permit, issued on„4L /l�is subject to compliance with the application (where consistent with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may subject permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void. (1) The portion of the parking lot which is within 75 feet of the water will not be covered by impervious surfacing. Paver stone, crush stone, or other pervious surfaces must be used if improvement of the parking areas is accomplished. NOTE: The permittee is reminded that this permit authorizes work on properties (Re: high ground) owned by him or properties under lease or other agreement. This pennit action may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. An appeal requires resolution prior to work initiation or continuance, as the case may be. This permit must be accessible on -site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Departmental approval. All work must cease when the permit expires on August 1. 1985 In issuing this permit, the State of North Carolina agrees that your project is consistent with the North Carolina Coastal Management Program. L ! c Y T " 2 4t OWN (KWE) 101 SITE PLAN MEMORANDUM TO: John Parker FROM: George Wood law SUBJECT: Modification of Permi #52-80- S Cott Cottre DATE: November 7, 1984 This office has received a request to modify Permit #52-80, issued to Scott Cottrell. A renewal was granted August 22, 1984 to authorize the completion of the work authorized by the permit. This modification request is to authorize a 16' x 36' swimming pool and an additional octagonal pile constructed building as indi- cated on the plat. The gas pumps are to be removed, and this service will no longer be available at this site. After much discussion with the applicant, a plan was submitted which would limit the amount of impervious surfaces to less than 30 percent. This determination is based on the elevated board- walks, buildings, and paver stone parking lot not being considered impervious, I have no objections subject to the following conditions: 1. The portion of the parking lot which is within 75 feet of the water will not be covered by impervious surfacing. Paver stone, crush stone, or other pervious surfaces must be used if improvement of the parking areas is accomplished. 2. Delete the first note. cc: C. The addition will be identical to the first building. The gas pumps and service island for cars will be removed and replaced by the swimming pool. This building is still going to*be used as an attendent building for the boat area and swimming pool with small gift shop in new addition. Box 130 Ocracoke, North Carolina 27960 Dear Mr. Cottrell: Field Services 108 South Water Elizabeth City, (919) 338-1558 October 24, 1984 Dur a review of your request fora modificatio to Permi 52-80 I have discovered that your pans willresult in imper i rructures which exceed 30 percent of the 75-foot Area of Environmental Concern. These impervious surfaces include the building addition, swimming pool, N.C. 12 and the parking lot soon to be paved. The reason for limiting the amount of impervious surfaces adja- cent to estuarine waters is to reduce surface runoff which would impact water quality and estuarine resources. Based on this deter- mination, I would recommend that either the impervious surfaces be reduced to 30 percent of the AEC or that you provide this Office with a plan to prevent surface runoff from reaching adjacent waters.
