To prevent unnecessary sediments from reentering adjacent waters, a 24-hour period of time be allowed to elapse prior to removal of the plug. (3) That the activity be conducted in such a manner as to prevent turbidity levels in adjacent waters from exceeding 50 JTU's after reasonable opportunity for dilution and mixture. (4) That erosion be controlled on all spoil and disturbed areas. (5) That bulkheading is recommended to reduce the need for future maintenance. n -4, THIS PERMIT WILL BE VOIDED AND WORK STOPPED IF THE ABOVE CONDITIONS AND THE PLANS AND SPECIFICATIONS SUBMITTED AS PART OF THE APPLICATION (WHERE NOT IN CONFLICT WITH THE CONDITIONS) ARE NOT FOLLOWED PRECISELY. This permit, (as approved with conditions), may be objected to by the applicant or by interested State agencies within twenty days of the date of issuance by giving written notice to the issuing office. If the applicant does not submit an objection, this will be interpreted as an agreement of compliance with all permit conditions. This permit must be displayed along with a copy of the application and the project map in the cab (or pilot -house) of the vehicle working on the project, or be easily accessible on site to Department personnel when the project is inspected. Any maintenance work or additional work on the project subsequent to the termination of this permit requires permit renewal and/or modification. Clark 12-10-74 Location - Pamlico River - Beaufort County Investigative process - Met applicant on site 8-13-74; rec. app. Raleigh 12-30-74; Morehead I-2-75 Environmental setting - The project is located on the north side of Pamlico River approximately 1/4 mile east of the Bayview Ferry landing. The applicant's property consists of some 12.5 acres which stretches from NC 92 to Pamlico River. Three houses are located on the property, all belonging to and occupied by members of the Clark family. With the exception:of the homes and associated yard areas, the tract is wooded - dominated by pine and gum. The shoreline of the property contains little or no marsh grass. Erosion is moderate to heavy along the river front. A "branch" or natural drainage area is located near the east property line of the tract and stretches from the highway to the river. The branch serves as a drainage for the Clark property as well as the adjacent highway. The drainage is dominated by pine and gum with asso- ciated vines and low shrubs. Project description - The applicant proposes to excavate an access channel at the site. The proposed channel, 400' long by 25' wide, is to be located in the pre- viously mentioned branch. The resulting spoil material, some 1481 cu.yds. is to be deposited west of and adjacent to the proposed channel. A dragline is to be used for the work to achieve a depth of 5'. According to Mr. Clark, the channel is to be utilized by numerous local property owners. Environmental impact - The proposed project will destroy no marsh grass. In addi- tion to supplying additional water area to the estuary, the project will likely stimu- late highway drainage and partially eliminate what appears to be a mosquito breeding area.
