This permit, issued on June 22, 1992 is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may be
subject to a fine, imprisonment or civil action; or may cause the permit to be null and void.
i) The bulkhead will be positioned in strict accordance with permit plans
and will not extend waterward more than 10 feet below the normal water
level at any point along the alignment. To prevent an unintentional
violation of this authorization, representatives of the N. C. Division of
Coastal Management and the Corps of Engineers will be available to stake
the bulkhead alignment prior to construction.
2) The bulkhead must be constructed and be structurally tight prior to any
backfilling activities.
3) All backfill materials will be obtained from a highground source and
confined landward of the permitted bulkhead.
4) The fill material will be clean and free of any pollutants, except in
trace quantities. Metal products, organic materials. or unsightly debris
will not be used.
This permit action may be appealed by the pennittee or
other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not
covered hereunder requires further Departmental approval.
All work must cease when the permit expires on
December 31, 1995
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina
Coastal Management Program.

for Bulkhead, Pier with T-head, Boathouse and
Wood Groin at
the End of SR1764, Schrams Beach, Pungo River
This proposal for a bulkhead, pier with T-head, boathouse, one 25' long wooden
groin and a residence, a portion of which is within the Estuarine Shoreline AEC,
falls under the authority of the Dec. 1987 CRE approved Land Use Plan.
This plan's policy section (pg. 47-68) contain no specific policy on proposals
of this type, however several policies as listed below give some guidance:
Page 48 - 2. "preserve and protect areas of environmental concern.
a. support development in AEC's only in such development meets
the management objectives in 15NCAC 7H.0203 and the use
standards in 15NCAC 7H.0208 and .0209."
Page 49 - 5. "provide for safe, environmentally sound development."
Page 54 - 6. "provide for development that preserves the areas productive
natural resources."
Page 56 - 2. "provide for the orderly growth of the county.
c. adopt a system for land classification which sets out an
explicit development scheme for the county; adopt a land
classification map which clearly delineates this development
scheme."
The land classification map and system (pg. 69-74.2) show this area originally
classified in the community land class. This class calls for (pg 74.1)
"clustered, low density arrangement (crossroad community) with mixed land uses,
sometimes water, no sewer, densities usually 2DU/acre or less with lot sizes
generally 20,000-30,000 sf." A subsequent plan amendment approved by the CRC in
Jan. 1992 included all of SR1744 and a 400' corridor on both sides of the road
in the Rural with Services Class. That class provides for all areas that are
within the county's 7 planned water districts. This system is designed to avert
potential health problems caused by contaminated wells. Capacity will support
existing development and limited growth.
While this proposal appears to be located slightly outside of the Rural with
Services Class, county officials advise when this system becomes operational, the
county's intent is to provide water to residences within the community class on
a request basis.
This proposal, assuming it meets all AEC requirements, seems to be consistent
with county policy and is consistent with the county's land class system.

B. PROJECT SUMMARY: The applicant -proposes to construct a bulkhead, pier with T-
head, boathouse, one 25' long wooden groin an —aresicience, a portion ot wnicnis
Project setting
The applicant's property is located at Schrams Beach on the west side of the
Pungo River off SR 1764 in Beaufort County, North Carolina. The property is
bordered on both sides by developed and bulkheaded lots. The site -is
approximately 7' above mean sea level and is vegetated with pines and upland
grasses. The lot had been bulkheaded previously but it has deteriorated to such
a point that large sections are gone and increased erosion of the land behind
the bulkhead has occurred. The southern most portion of the existing bulkhead
is intact and functioning.
Pungo River is classified as SA NSW waters by the Environmental Management
commission.
Project description
The applicant is proposing to construct a ± 90' long bulkhead an average of 7'
waterward of the existing NWL that will connect corner to corner with the
adjacent existing bulkheads. A 4' wide by 200' long pier is proposed with a 12'
by 16' T-head. A 12' by 28' boathouse with a 3' by 28' stepdown catwalk will be
constructed. A 2"' long wooden groin is proposed adjacent to the northern
property line. The applicant proposes to construct a 28' by 32' house on
pilings on the property approximately 68' from the NVIL. A concrete driveway is
also planned.
Anticipated impacts
The project as proposed would result in the filling of approximately 628 square
feet of river bottom. Localized turbidity would occur as a result of the
bulkhead and piling installation. By placing the oulkhead from corner to corner
the applicant hopes to.reduce the wave impact created by tnc existing setbacA
corner.

8 ADDITIONAL INFORMATION
In addition to the completed application form, the follow-
ing items must be submitted:
A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 7J.0203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue -line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management and should be advised by the applicant of
