Conduct an assessment of the condition of currently available public and private water access sites and their location and consider a follow-up to the Citizen Visioning Survey to determine what types of water access (boat ramps, kayak launches, swimming areas, marinas, or passive "near -water" access such as walking paths) are most desired by residents. -Town of Edenton in cooperation with Elizabeth Van Moore Foundation are pursuing possible waterfront access opportunities at Hayes Farm. B. During an update to the County's zoning ordinance, explore options for requiring additional water access dedication by developers and/or fees -in -lieu towards increasing water access as more housing comes on line in future years -The County will soon undertake an ordinance update and consider requirements for waterfront access for new developments. C. Review, through the subdivision plat and site plan review and approval process, proposed waterfront land development projects to ensure consistency with public water access goals and policies. -The Town and County will continue to do this, but there has not been any new waterfront development recently. D. During an update to the County's zoning ordinance, revise the County's zoning districts in keeping with the future land use plan to provide for better direction of future development to minimize land use conflicts, preserve agricultural land, and open space. -The County will soon undertake an ordinance update and consider the needs of new zoning districts or consider expanded uses in current districts. E. The County and Town will continue to work together to discuss development in areas of common interest including the Town's ETJ, municipal service areas, and the airport area. -The Town and County always work together to best meet the needs of the citizens and property owners. F. The County and Town will each continue to review and update its capital improvement plan for future infrastructure improvement such as water and sewer as future growth necessitates these considerations. -Both the Town and County are currently seeking funding for upgrades to water and sewer infrastructure to serve future growth and grow capacity. G. Continue implementation of the 2015 Chowan County Comprehensive Transportation Plan. -The Town and County will continue to implement the 2015 Comprehensive Transportation Plan. H. During the update to the County's zoning regulations, the County will review its zoning ordinance, subdivision regulations, and flood damage prevention provisions to ensure that all standards comply with current state law and best practices. -The County continuously updates the flood hazard language in the ordinance with guidance from NC Emergency Management and FEMA, or updates the County and Town's ordinances within their required timeframes. I. The County and Town will avoid zoning areas susceptible to storm surge for high density residential or intensive non-residential use. -The Town and County will continue to limit those types of developments. J. Based upon the availability of federal and state grant funds, land acquisition programs will be utilized in the most hazardous areas to minimize future damage and loss of life. -The Town and County will continue to utilize funding for mitigation projects. Both have been successful with using those programs in the past. K. If any portion of the County or Town's public infrastructure is significantly damaged by a major storm, consideration will be given to the feasibility of relocating or modifying the affected facilities to prevent the reoccurrence of storm damage. -All storm damage repair and mitigation in the Town or County is always contingent on best practices and future protections. L. Coordinate the review and approval of development plans for major subdivisions, multifamily developments, and large public and institutional uses located within identified natural hazard areas with the County Emergency Management Agency in accordance with the 2015 Albemarle Regional Hazard Mitigation Plan. Continue the active enforcement of the State Building Code provisions regarding wind resistance requirements and participation in the National Flood Insurance Program. -The Town and County will continue to coordinate the review and approval of development plans for major subdivisions, multifamily developments, and large public and institutional uses located within identified natural hazard areas with the County Emergency Management Agency in accordance with the 2020 Albemarle Regional Hazard Mitigation Plan. Continue the active enforcement of the State Building Code provisions regarding wind resistance requirements and participation in the National Flood Insurance Program. M. Continue development of a wellhead protection program ordinance to regulate land uses within areas that replenish groundwater supply. -The County has not undertaken the development of wellhead protection program at this time, due to staff turnover since the Land Use Plan update. The Town continues to implement their Wellhead Protection Plan. N. Continue implementation of the Town's Wellhead Protection Plan. -The Town and County will work with state and other regulatory agencies to ensure that stormwater O.
