This permit, issued on December 11, 1989 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may be
subject to a fine, imprisonment or civil action; or may cause the permit to be null and void.
1) In order to protect juvenile fin fish, placement of the force main within the
Pamlico River will not occur between the dates of April 1 and September 30 of any
year without the prior approval of the Division of Coastal Management,
through the Division of Marine Fisheries.
2) The proposed 10" diameter ductile iron sanitary sewer force main shall either be
lined or enclosed in another material (e,g, PVC) for an additional protective
barrier in case of a leak.
3) The subaqueous line must be placed at a minimm depth of 6 feet below the project
depth of the Federal channel. In other areas it will be installed at a min-
imrun of 2 feet below the bottom contour.
4) Prior to the utilization of the pipeline, a detailed testing procedure must
be submitted to the Division of Coastal Management for approval. This test -
(See Attached Sheet for Additional Conditions)
This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not
covered hereunder requires further Departmental approval.
All work must cease when the permit expires on
Decanber 31, 1992
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina
Coastal Management Program.

8. PROJECT SUMMARY: The applicant is proposing to place a 10" sewer force main
Environmental setting
The project site is on the east side of the US 17 bridge where it crosses the
Pamlico River in Beaufort County between Chocowinity and Washington. At the
site, the river is approximately 1,150' in width and has a depth of + 2.2' to
+ 16.7' at the normal water level. The river at this location is a federally
maintained channel, however, no excavation has been performed in recent years.
The southern shoreline at the project site is anearth parking lot. vegetation
consists of upland grasses. No wetland vegetation is present. Remnants of
deteriorated piers are adjacent offshore.
The northern shoreline at the project site is the asphalt parking lot of a
restaurant. The shoreline at the normal water level has a considerable amount
of riprap. No vegetation of any type is present. + 300' to the east of the
project site is Havens Wharf, an historical warehouse and shipping center in
Washington.
Project proposal
The applicant is proposing to place a 10" diameter ductile iron sanitary sewer
force main beneath the Pamlico River east of the US 17 bridge. The pipe will
transport wastewater from the Town of Chocowinity to the City of Washington
for treatment in the city's wastewater treatment plant. It is estimated that
approximately 108,000 gpd will be transported to the city's 2.12 MGD.plant .
which is now receiving approximately 1.46 MGD.
The pipe which will be approximately 1,215 lineal feet in length will be jetted
beneath the river bottom a minimum of 3.0' outside the channel area and a
minimum of 6.0' below the channel project depth of 12.0' as established by the +ti
Corps of Engineers. At the point where the pipe comes ashore at the northern
side of the river, the existing riprap will be placed aside and once the pipe is
laid, it will be replaced to retard erosion. At the point where the pipe
comes ashore at the southern side of the river, no riprap is present; therefore,
once the pipe is in place a silt fence will be placed to control upland erosion
from the disturbed area.
The applicant is proposing at regular intervals hydrostatic tAsting of the
pipeline to detect any leaks.
Environmental impacts
During the project construction when the pipe is being jetted into the river,
significant turbidity levels may exist. The severity of this will vary depending
upon the types of sediments at the project site. -
The other major environmental impact that could occur would be in the case the
pipe ever leaked during use. This would result in a discharge of untreated
wastewater into the Pamlico River.
No wetland vegetation will be excavated or filled.

Proposed Wastewater Force Main Beneath
The Pamlico River - Beaufort Co., Inc.
The Town of Chocowinity proposes to install a 10" diameter
ductile iron sanitary sewer force main beneath the Pamlico River
immediately adjacent to and downstream of the US Highway 17 bridge
at Washington, N.C. Pipeline sections will be connected by Ball
joint river crossing pipe joints. The pipeline will transport
wastewater from the Town of Chocowinity to the City of Washington
for treatment in the City's wastewater treatment plant. The Town
of Chocowinity has a estimated current wastewater treatment need of
approximately 108,000 gpd. The City of Washington's wastewater
treatment plant was recently completed and has a capacity of 2.12
MGD. The current wasewater flow to the plant is approximately 1.46
MGD. River bottom materials in the area of the proposed pipeline
are described as gray med.-coarse sand and muck. The above
description is from a survey -by the N.C. Dept. of Transportation.
The pipeline will be laid on the river bottom and, using a
hydraulic pump, jetted beneath the river bottom to the point that
adequate soil cover is obtained over the pipeline.
Proposed Periodic Testing of Rivers Crossing Pipeline
Gate valves will be installed on the force main immediately
north and south of the river crossing. Test taps will be installed
on the river side of each of the valves. By closing the two
valves, the main under the river will be isolated from the
remainder of the force main system. The main portion can then be
hydrostatically pressurized and held for a period of time to
determine if leakage occurs.
The pipe shall be tested at regular intervals.

following items must be submitted:
A copy of the deed (with state application only) or
other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 Yz x 11 white paper. (Refer to Coastal
Resources Commission Rule 7J.0203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue -line
prints or other larger plats are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawings.) A site or
location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SR) numbers, landmarks, and the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit com-
ments on the proposed project to the Division of
Coastal Management. The applicant must advise
the adjacent landowners of this opportunity by sen-
ding a copy of the permit application to them by
registered or certified mail. This notification is re-
quired by G.S. 113-229(d).
