Dear Mr. Williamson,
This letter of refinement is in reference to your 16 June 1992 request to modify
Major CAMA Permit #229-89 issued to the Town of Chocowinity on 11 December 1989.
Permit Number 229-89 was issued for a sanitary sewer line east of the Hwy 17 bridge
crossing the Pamlico River at Washington in Beaufort County, North Carolina.
Your request to modify the aforementioned permit to allow the use of an alternate
spoil disposal site designated on the south side of the river onsite or adjacent the
area of pipe crossing is hereby authorized. Only that area encompassed by Hwy 17 to
the west, the two large Sycamore trees to the east, the staked line at the river, and
the parking lot to the south, approved by David Lekson and myself during the
preconstruction conference on 15 June, is authorized. No fill material may be placed
in any wetland. This authorization does not include the entire area blocked out on the
attached aerial photograph and labeled as "alternate temporary disposal site". The
containment berm and area of spoil placement should be stabilized via grading and
seeding sufficient to prevent erosion within 30 days of placement. All permit
conditions including the 31 December 1992 expiration date still apply and remain
unchanged. The aerial photo illustrating the area for proposed spoil placement will
become a part of your permit and file.

Thank you for meeting with representatives of the Town, contractor and other government
officials for a pre -construction meeting on June 15, 1992.
As discussed during the meeting, the site located on the south side of the river adjacent to the
bridge exhibits several characteristics which make it a better site for offloading and stockpiling
material excavated and removed from the river by clamshell bucket. Consequently, it is
requested that this site be permitted as an alternate site for disposal of excavated materials.
Attached are copies of an aerial photo map indicating the proposed area for stockpiling and a
letter from the property owner. Please indicate your approval immediately so that we may
proceed.

This letter gives my agreement for materials excavated and removed from the Pamlico River for
pipeline installation to be offloaded and temporarily stockpiled on property owned by me located
on the south side of the Pamlico River east of U.S. 17 Highway. Such work shall be conducted
in accordance with all necessary state permits and regulations.
The stockpiled material may later be permanently spread over this same property to the extent
that the work be conducted in accordance with all necessary state permits and regulations, that
spreading of such material will not impede future use of the property and that drainage of this
and adjacent properties is not impeded.
