L. Carrington - 10-24-72 November 28. 1972 Location - South side of Pamlico River 1/2 mile northwest of Blounts Creek. Environmental setting - The property is primarily cleared land that has recently been under cultivation. Pamlico River bounds the property on the east. A band, (1-5' wide) of black needlerush (Juncus) borders the shoreline. The marshgrass border is not continuous, however, Cypress trees and stumps dominate the shore areas that are void of marshgrass. Between the river and the cleared land, a border.(100-2001,wide) of pine and gum stretches the entire length of the pro- perty'- separating the cleared area from the river. A swampy area bounds the property on the south and. Most of the tress in this tract had recently been cut at the time of my inspection. The property is clear north and west of the. forementioned wooded tracts. Applicant's proposal - The applicant proposes to excavate a 1100' channel from Pamlico River inland along the south boundry of the property. The channel is to have a 50' mouth narrowing to 40' some 150' distant from the river. A 60, wide by 165' long basin will be excavated at the terminal or inland end of the channel. Two "tee" channels will be excavated near the terminal end of the main channel. These tees are to be 20' wide by 300' long with' 30' long by 30' wide basins at the end of each. The excavation is to be done by dragline to a depth of 8' with some 16,600 cu.yds of material to be removed. The resulting spoil material is to be placed along the north side of the main channel and around the perimeters of the two tee channels. The spoil areas contain no marshgrass. Environmental effects - The project will be confined primarily to an open field. Possibly some isolated Juncua will be excavated from the shoreline band. The remaining excavation and spoil areas. however, contain no marshgrass. In view of the marine fishery resources, I can foresee no major detriment if the project is completed as proposed.
