This permit authorizes you to dredge and/or fill in the location and manner
requested by you in your permit application, subject to the following conditions:
That all work be otherwise carried out as per your application dated January 18, 1972.
This permit is void if the above conditions are not adhered to and followed.
Notification of the completed project must be given this office upon its com-
pletion.
This permit must be displayed with a copy of the application in the cab or
pilothouse of the vehicle working on the project, whichever is applicable, and be
easily accessible to Department of Conservation and Development personnel.
This permit is terminated on December 31 of the next year subsequent to the
year of issuance.
Any additional work or maintenance work on the project subsequent to the termina-
tion of this permit requires a new permit.
The permit, as approved with conditions, may be objected to by the applicant or
by interested State agencies within twenty days of the date of issuance by giving
written notice to the Department of Conservation and Development.
Applicant is advised of the requirement under General Statute §146-6.1 that
power -operated earth moving equipment operating or to be operated in or on publicly
owned tidelands, publicly owned beaches, publicly owned marshlands, or navigable
waters within the State must be registered by the owner of the equipment with the
Department of Water and Air Resources.

Subject App. for Permit - Dr. Harry Carpeater - 1-1a-72
Location - Beaufort County near Washington at the junction of Broad Creek
and the Pamlico River.
Investigated - ,San. 26, 1972
Environmental setting -'The applicant's land is a small peninsula between
a small creek off Broad Creek and the Pamlico River. There is an existing
wooden bulkhead around much of the property except the extreme southwest
corner of the land. A 50' x 20' section of land has mroded away due to
swirling, water from the existing bulkhead. No concentrations of commer-
cial shellfish exists in the area to be filled.
Applicant's proposal - The applicant proposes to r.-_place the existing
wooden bulkhead with one made of asbestos and inclt.de the area on the SW
corner which has incurred erosion. There is to be no dredEAng or dragline
wer4, the fill being trucked to the fill. e.r:ea.
Environmental imnact - The area to be filled is quite shallow and As strewn
with tree limbs and other drifting debr^. I can forasee Lzr..le, if any,
damages to marine fishery resources if the project is carried out as pro.
