This permit action may be appealed by die pennittee
or other qualified persons within twenty (2O) days of the
issuing dale. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work of project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
Ucccmber 31 1984
in issuing this permit, the State of North Carolina
agrees that your project is consistent with the North
Carolina Coastal Management Program.

Narrative description
Carolina Telephone and Telegraph Company is proposing to place a new cable beside
an existing cable across the Pungo River approximately 93' downstream of the
U.S. 264 bridge at Leechville. The cable will be buried below the river bottom.
At the crossing location the river is 497' wide. The cable will be buried by
either a cable plow and/or water jet. The trench will be 6" wide and the cable
will be buried 24" below the river bottom. The cable will be placed on existing
poles on the east and west sides of the river.
Anticipated impacts
The project as proposed should have a minimal environmental impact. No wetland
vegetation will be excavated or filled. Some short term turbidity may exist
during project activity.

Dear Mr. Gossett:
Attached is an application for a permit to place a subaqueous
telephone cable across the Pungo River at leechville, North Carolina.
Also enclosed is a drawing that gives the details of the installation
and a check for $10.00 to cover the cost of the permit.
A separate application has been filed with the U. S. Army Corps
of Engineers, Wilmington District, for federal approval of this project.
Copies of our right of way permits and notification of riparian
landowners will be forwarded in the near future. It would be appreciated
if processing of our application could be started while we are finalizing
this information.
If you desire a field inspection of this work, please contact our
District Engineer, Mr. Ron Lackey, in Washington, North Carolina, at
