This permit issued on March 17, 1981 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may subject
(1) That the project be carried out in accordance with the attached undated plats,
sheets 1-5 of 5.
(2) That the instream turbidity not be increased by more than 50 NTU's as a result
of the proposed activity after a reasonable opportunity for dilution and mixture.
NOTE: An Easement is required from the State Property Office with the Department
of Administration.
This pemtil action may be appealed by the pemtittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
In issuing this permit, the State of North Carolina
agrees that your project is consistent with the North
Carolina Coastal Management Program.
All work must cease when the permit expires on
December 31, 1984

Project Description Carolina'Power & Light Company is proposing to install one
23 KV 4 inch electrical cable under. Tar River and one 23 KV 4 inch over
ea
electrical line over Kennedy Creek.- The cable under the Tar River will

a
clam shell across the width of the channel.

IX. Narrative description
Carolina Power & Light Company has been ordered by its commission to supply electricit
to National Spinning Company in Washington, N.C. To provide this power it is
necessary for the company to bring power lines across from the south side of the
Tar River. A cable will be brought to the southern river edge by overhead poles
along a deserted railroad bed. Once the 4 inch cable reaches the river edge it
will be jetted approximately 6 inches deep into the river bottom for a distance of
just less than 800 feet. When the cable reaches the 100 foot wide river channel
it will be placed in a trench which will be excavated by a clam shell. This section
of cable will be placed approximately 6 inches below the river bottom. During
excavation the spoils from the trench will be placed beside the trench on the
river bottom. The cable will be placed and spoils will be placed back into the
trench. Once the.cable reaches the northern side of the channel it will again
be jetted into the river bottom approximately 6 inches deep for a distance of
approximately 900 feet to the north side of the river. The cable will then again
be placed on overhead poles across Kennedy Creek and on to National Spinning Company.'
Kennedy Creek is + 343 feet wide at the point where the cable will cross.
X. Anticipated impacts
The project as proposed should have a minimal environmental impact. Some short
term turbidity will exist during project activity especially during the excavation
of the trench across the river channel.

In accordance with the written request of 17 December 1980 and the
ensuing administrative record, inclosed is a permit to install a 23 kV
electrical cable under the Tar River and over Kennedy Creek, near
Washington, Beaufort County, North Carolina.
If any change in the authorized work is required because of unforeseen or
altered conditions or for any other reason, the plans revised to show the
change must be sent promptly to this office. Such action is necessary as
revised plans must be reviewed and the permit modified.
Please carefully read your permit. The general and special conditions
are important. Your failure to comply with these conditions could result
in a violation of Federal law. Certain significant general conditions
require that:
1. You must begin your work on or before 31 March 1982 and complete
construction before 31 December 1984.
2. You must notify this office in advance as to when you intend to
commence and complete work.
3. You must allow representatives from this office to make periodic
visits to your worksite as deemed necessary to assure compliance with
permit plans and conditions.

q. That if and when the permittee desires to abandon the activity authorized herein, unless such abandonment is part of a transfer
procedure by which the permittee is transferring his interests herein to a third party pursuant to General Condition t hereof, he must
restore the area to a.condition satisfactory to the District Engineer.
r. That if the recording of this permit is possible under applicable State or local law, the permittee shall take such action as may be
necessary to record this permit with the Register of Deeds or other appropriate official charged with the responsibility formaintaining
records of title to and interests in real property.
s. That there shall be no unreasonable interference with navigation by the existence or use of the activity authorized herein.
t. That this permit may not be transferred to a third party without prior written notice to the District Engineer, either by the
transferee's written agreement to comply with all terms and conditions of this permit or by the transferee subscribing to this permit in
the space provided below and thereby agreeing to comply with all terms and conditions of this, permit. In addition, if the permittee
transfers the interests authorized herein by conveyance of realty, the deed shall reference this permit and the terms and conditions
specified herein and this permit shall be recorded along with the deed with the Register of Deeds or other appropriate official.
II. Special Conditions: (Here list conditions relating specifically to the proposed structure or work authmued by this permit):
1. The proposed cable will be a minimum of 6 feet below
the authorized Tar River project (100 feet wide and 12 feet
deep at normal water).
2. Cable plowing or jetting is the "least damaging and,
therefore, preferred method of installation.Tn those areas
where depth or debris prevent their use and excavation by
clamshell or dragline is required, all excavated materials
should be placed on barges or other suitable conveyance and
transported to high ground. Once the cable is in place, the
excavated trench should be allowed to backfill naturally.
3. Wetlands disturbed during construction along Tar River and
Kennedy Creek should be restored to pre -project elevation and
contour.
The North Carolina Department of Cultural Resources, Division of
Archives and History, has identified the crossing of the Tar
River to be in an area of high probability for cultural resources;
therefore, work should proceed with caution. Should cultural
resources be encountered, work in the area should cease, and
Ms. F. Langdon Edmunds, Environmental geview Coordinator with
Archives and History, (919-733-4763) should be notified.
