This permit may be objected to by the permittee within twenty (20) days of the date of issuance. Failure to submit such objection shall be interpreted as an agreement of compliance with all permit conditions. This permit must be displayed along with a copy of the application and the project plat in the cab (or pilot- house) of the equipment working on the project, or be easily accessible, on site, to Department personnel when the project isinspected. Any maintenance work or project modification requires further Departmental approval. Subject to permit renewal, all work must cease when the permit terminates. Marine Fisheries PO Box 769 Morehead City, NC 28557 July 15, 1977 5-12-77 Location - Hyde County, east of Swan Quarter on SR 1128 and behind a farm equipment company. Investigative process - App. rec. in Raleigh 6-24-77; Morehead 6-27-77. On -site visit made with applicant 7-7-77. Environmental setting - The project site is situated between SR 1128 and Swan Quarter Bay. The property is roughly 500' square with the northern boundary along SR 1128 and the eastern boundary along a long, man-made canal which enters Swan Quarter Bay. The southern boundary is along an extensive wetlands area which is continuous to Swan Quar- ter Bay - a distance of approximately 2800'. The property is surrounded on the sou- thern and western sides by small drainage ditches which enter the previously mentioned canal. The northern one-half and southeastern one -quarter of the property is elevated suffi- ciently to support growth of pine trees and scrub growth. The highest area adjacent to the road serves as a site for sale, storage and maintenance of farm equipment. The southwestern one -quarter is lower and vegetated almost completely with spike grass (Distichlis spicata). According to the applicant, this area was once cultivated farm- land which has laid fallow since a hurricane in the 1950s. The fences which surrounded the old field are still remaining. The previously mentioned drainage ditch separates this small marsh area from the larger marsh continuous with Swan Quarter Bay. Project proposal - Mr. Carawan proposes to widen and deepen the existing drainage ditch to obtain fill material. The fill material will be used to fill and raise the eleva- tion of the marsh area located in the southwestern corner of the property. The pur- pose of the project is to create more high ground for expanding the farm equipment business. Environmental impact - The project will cause to be filled approximately A0,000 sq.ft. of spike grass. The effects of this are questionable in terms of reduced productivity of the adjacent estuarine waters. Detrital exchange from this area appears to be mini- mal judging from its elevation and the distance from Swan Quarter Bay.
