This permit must be displayed along with a copy of the application and the project map in the cab (or pilot -house) of the vehicle working on the project, or be easily accessible on site to Department personnel when the project is inspected. This permit shall terminate on December 31, 1975 Any maintenance work or additional work on the project subsequent to the termination of this permit requires permit renewal and/or a new permit. This permit, (as approved with conditions), may be objected to by the applicant or by interested State agencies within twenty days of the date of issuance by giving written notice to the issuing office. Canaday 4-1-74 Location - Beaufort County - Hatteras Creek Investigative process - Site investigated with app. 3-21-74; app. rec. Raleigh 4,2774; Morehead 4-9-74 Environmental setting -.The specific project site is at the mouth of Hatteras Creek along, its north side. Hatteras Creek drains into the west side of Goose Creek approximately 3500' south of its confluence with Pamlico River. An 8' wide mosquito control ditch extends northward.some 180' into the site from Hatteras Creek, bends and extends an addi-. tional 100' east. Spoil piles resulting from excavation have been placed on each side of the ditch. A 20-30' border of salt reedgrass (Spartina cynosuroides) exists along the shoreline of Hatteras Creek on each side of the mosquito control ditch. Inshore of the reedgrass, the ditch is bordered on both sides by mixed marsh containing spike grass (Distichilis spicata), salt meadow hay (Spartina ap tens), marsh elders (Iva frutescens) and some black needlerush (Juncus roemerianus). This mixed marsh area extends approxi- mately 200' north of the creek and approaches to within 100' of a private dirt road. Scattered springs of salt marsh cordgrass (Spartina alterniflora) exists along the edge of the ditch and a 5' x 5' patch exists in a low area of the mixed marsh on the west side of the ditch. The mixed marsh on the west side of the ditch is bordered by wooded highland approximately 30-40' from the ditch. .No shellfish or submergent vegetation was observed in the sandy nearshore substrate. Project description - The applicant proposes to excavate with a dragline a 230' long by 18' wide x 6' deep access channel from Hatteras Creek north toward the existing road. The channel is -to incorporate the first 180' of the existing ditch and a 10' wide strip of mixed marsh along the west side. A 30'. wooded breakwater is to be placed in Hatteras Creek along the east side of the channel entrance. In addition, a 30' x 30' x -6' boat basin is to be excavated in high land at the upper end of the proposed canal. The esti- mated 331 cu.yds. of .spoil .is to be placed on the mixed marsh area between the proposed channel and high land to the west. A 20'30' border of salt reedgrass is to be left be- tween the proposed spoil area and Hatteras Creek. The applicant proposes to use the chanriel and basin for his private use. A proposed family dwelling is - to be constructed on the existing high land west of the channel. Environmental impact - If the project is completed as proposed, there should be little impact on marine fisheries. The loss of some 6000 sq. ft. of mixed marsh by excavation and filling does not seem significant. The marsh is only subject to occasional flood- ing and releases limited nutrients to the surrounding water area. Also, due to its close -2- proximity to high land, the marsh area would probably be overtaken by highland species in a relatively short period of time. I have no objections to the issuance of a permit if the following conditions are incorporated: a 1. That no spoil be placed within 30' of the MWL of Hatteras Creek 2.
