This permit authorizes you to dredge'and/or fill in the location and manner
requested by you in your permit application, subject to the following conditions:
That all spoil be placed above high water and so placed as to prevent its reentry
into surrounding waters. 1.
That all work be otherwise carried out as per your application dated November 11,
1971.
This permit is void if the above conditions are not adhered to and followed.
Notification of the completed project must be given this office upon its com-
pletion.
This permit must be displayed with a copy of the application in the cab or
pilothouse of the vehicle working on the project, whichever is applicable, and be
easily accessible to Department of Conservation and Development personnel.
This permit is terminated on December 31 of the next year subsequent to the
year of issuance.
Any additional work or maintenance work on the project subsequent to the termina-
tion of this permit requires a new permit.
The permit, as approved with conditions, may be objected to by the applicant or
by interested State agencies within twenty days of the date of issuance by giving
written notice to the Department of Conservation and Development.
Applicant is advised of the requirement under General Statute §146-6.1 that
power -operated earth moving equipment operating or to be operated in or on publicly
owned tidelands, publicly owned beaches, publicly owned marshlands, or navigable
waters within the State must be registered by the owner of the equipment with the
Department of Water and Air Resources.

Location - Ocracoke, N. C., north side of town on Gap Point, bordering
Pamlico Sound.
Investigated - December 2, 1971
Environmental setting - The property borders Pamlico Sound with some 200' of
shoreline. The lot is grassed.and a permanent residence is located there.
Presently a 200' concrete bulkhead protects the shoreline of the property.
In places this bulkhead has fallen over leaving the shoreline exposed to wave
action from the sound. Heavy erosion has creatdd large holes in the yard area.
Applicant's proposal - Mrs. Burke proposes to construct a new bulkhead in the
damaged areas behind or inland from the existing bulkhead. Fill material will
then be taken from an existing canal on the west side of the property and used
to fill the eroded areas. According -to Mrs. Burke: the canal is in need of
cleaning and this procedure will rectify both the shallow canal and the eroded
area in one operation:
Environmental effects - The area slated for fill is receiving heavy erosion
due to the fallen bulkhead. No marsh grass Frill be destroyed by the opera-
tion and no filling will thke place below the high water line.
I -can foresee no detriment to the marine fishery resources of the area if .
this project is completed as proposed.
