C. at Pamlico River (N. side, in Pinecrest Subdivision) as requested in the permittee's application dated 10/29/75 & attached plats, sheets 1 & 2 of 2, no date subject to the conditions set forth below. (1) That the dimensions of the existing bulkhead not be altered. (2) That all backfill material be obtained from a highland source and confined behind the permitted bulkhead. (3) That fill material be stabilized with a vegetative cover in order to restrict erosion. (4) That the activity be conducted in such a manner as to prevent significant J increases in turbidity outside of the area of construction or constructi related discharge (increases of 25 JTU's or less are not considered W Z significant). - N NOTE: The soil in this area may not be suitable for a septic tank system. That this permit must be displayed along with a copy of the application and the project plat in the cab (or pilot -house) of the equipment working on the project, or be easily accessible, on site, to Department person- nel when the project is inspected. That any maintenance work or project modification requires further Departmental approval. Subject to permit renewal, all work must cease when permit terminates. Brown, Jr. 10-29-75 Location - Beaufort County - North side of Pamlico River, approximately 3/4 mile from North Creek and in the Pinecrest Subdivision. Investigative process - App. rec. Raleigh 4-21-76; Morehead 4-26-76. Environmental setting - The applicant's property is a residential lot (without a dwelling) which has been cleared except for a few large pines and hardwood trees. An existing bulkhead appears to have been built several years ago to correct a moderate to severe erosion problem. The old bulkhead was built 10-15' from a 5' vertical bank and allowed to fill in with sand transported by wave action and overwash. The area between the bulkhead and the shoreline has completely filled in except for a small area at the western end of the property. Here, the bulkhead has failed, al- lowing wave action to remove sand from behind the structure. The normal high water mark would probably extend inside the enclosed area if the structure were not water- tight - as evidenced by the eroded area at the broken portion. Project proposal - The applicant proposes to replace the western end of the bulk- head and place additional fill material in the enclosed area. Environmental impact - Only a small portion of fill material will be placed below NHW. This will be in the water pocket created by wave action behind the old bulk- head.
