Box 267 NC 27893 This permit authorizes excavation and/or fill work in at Pamlico River Beaufort Permit No. 96-76 Permit Class County, N. C. as requested in the permittee's application dated 3/12/76 & attached plat dated 3/12/76 subject to the conditions set forth below. (1) That all backfill material be obtained from a highland source and behind the permitted bulkhead. (2) That all fill material be stabilized with vegetation or by some other means in order to restrict erosion. V (�) That the activity be conducted in such a manner as to prevent significant increases in turbidity outside of the area of construction or constructio related discharge (increases of 25 JTU's or less are not considered significant). THAT IF THE ABOVE CONDITIONS AND THE PLANS AND SPECIFICATIONS SUBMITTED AS PART OF THE APPLICATION (WHERE NOT IN CONFLICT WITH THE CONDITIONS) ARE NOT FOLLOWED PRECISELY, THE PERMITTEE IS SUBJECT TO A FINE, IMPRISONMENT, OR CIVIL ACTION AS PROVIDED IN G. S. 113-229 (K) AND (L). That this permit may be objected to by the permittee within twenty (20) days of the date of issuance. Failure to submit such objection shall be interpreted as an agreement of compliance with all permit conditions. That this permit must be displayed along with a copy of the application and the project plat in the cab (or pilot -house) of the equipment working on the project, or be easily accessible, on site, to Department person- nel when the project is inspected. That any maintenance work or project modification requires further Departmental approval. Subject to permit renewal, all work must cease when permit terminates. Bridgers 3-12-76 Location - Beaufort County - Bayview Community Investigative process - App. rec. Raleigh 3-17-76; Morehead 3-19-76. On -site visit made 3-8-76. Environmental setting - The project site is located in a residential area near Bay - view on Pamlico River. The applicant has constructed two bulkheads contiguous to his shoreline. The first was built for shoreline stabilization. The second was built 11' from the first, with the idea that the space in between the two would even- tually be filled with sand carried in overwash from Pamlico River. This did not oc- cur, however, and the area is presently an empty space between the two structures. The river bottom adjoining the outward bulkhead is sand. There are no marsh grasses or aquatic vegetation in the immediate project area. Project proposal - The applicant proposes to fill the area between the two bulk- heads with sand. Also, a rip -rap barrier along the outer wall of the second bulk- head is to be completed. Environmental impact - The project should have little impact on marine fishery re- sources. Preston P.
