L 141 Y8401 Beaufort North County - project location State This permit authorizes you to dredge and/or fill at Pungo Creek _ as requested in your permit application dated Decemmher 1rp, 1979,subject to the conditions in the block below. & rev. plat 3-16-73. Depth of channel be restricted to eight feet. Spoil areas should be stablized with vegetation. Further, it is recommended that channel be bulkheaded. THIS PERMIT IS VOID IF THE ABOVE CONDITIONS ARE NOT PRECISELY FOLLOWED. Notification of project completion must be given this office. This permit must.be displayed with a copy of the application and the project map in the cab or pilot -house of the vehicle working on the project, whichever is applicable, or be easily accessible on site to Department of Conservation and Development personnel. This permit is terminated on December 31 Any additional work or maintenance work on the project subsequent to the termination of this permit requires a new permit. The permit, (as approved with conditions), may be objected to by the applicant or by interested State agencies within twenty days of the date of issuance by giving written notice to the Department of Conservation and Development. The applicant is advised of the requirement under G. S. 146-6.1 that power -operated earth - moving equipment operating or to be operated in or on publicly owned tidelands, publicly owned beaches, publicly owned marshlands, or navigable waters within the State must be registered by the owner of the equipment with the Department of Water and Air Resources. C. 28557 - Jim Brown April 4, 1973 Bob Pittman App, for permit - Dr. C. 0. Boyette - 12-15-72 Location - Beaufort County, N.C.92, approximately 3 miles south of Belhaven. Investigated - Returned 1st application 1-4-73; received new plat, no good; tele- phoned 2-2-73 to set up meeting. Returned application and inspected location on February 20, 1973. Environmental setting - The project site consists of an access channel and boat basin. The channel, some 40' wide by 400' long, connects the basin with Pungo Creek. The basin, some 40' wide by 100' long is located at the terminal end of the channel adjacent to NC 92. The applicant's property is located on the west side of the above channel and basin. The lot is clear of any major vegetation and was apparently filled during the original basin construction. A store is located between the basin and highway. A boat ramp is located on the basin next to the store. Applicant's proposal - The applicant proposes to maintain the basin and 75' of the channel. The maintenance is to be done by dragline with some 2,000 cu.yds. to be removed. In addition, a narrow section or "point" along the western side of the basin is to be removed in order to create less obstruction in the basin area. The finished project is to have a depth of 12'. A 175' long creosote bulkhead is to be constructed along the channel basin perimeter of the applicant's tract. The spoil from theproject is to be placed on the adjacent high ground just west of the basin. Environmental effects - The project appears to pose no major threat to the marine fishery resource; however, a depth of 12' in the channel and basin may lead to fish kills due to stratification during the hot summer months. (The complex is now about 5' deep.) In event this application is approved, I would%a limit of 8' deep in the channel and basin. This depth would allow usage by the majority of pleasure craft. Requests 1 through 4 are herein submitted and I hope will prove to be satisfactory. Additional points pertaining to the project which I feel are important are: #1. Dredge work will affect no adjacent property owner as I have control of both sides of the canal right—of—ways. #2. Fill will consist of sand and will be deposited solely on my property and will have no affect an the environment or the neighboring waterways. #3. This project is in reality a maintenance improvement program. #4. The existing canal is approximately 40 feet wide and in order to insure safe passage of boats this width should be maintained and in view of this an irregular point of land is to be removed as designated on the plat map. Depth should be adequate for commercial fishing boats and pleasure boats up to 25 to 30 feet long. I would appreciate consideration as soon as possible in order to complete the project.
