NOTE: In issuing this permit, the Department of Natural Resources and Com- munity Development agrees that your project is consistent with the approved N. C. Coastal Management Program. IF THE ABOVE CONDITIONS AND THE PLANS AND SPECIFICATIONS SUBMITTED AS PART OF THE APPLICATION (WHERE NOT IN CONFLICT WITH THE CONDITIONS) ARE NOT FOLLOWED PRECISELY, THE PERMIITEE IS SUBJECT TO A FINE, IMPRISONMENT, OR CIVIL ACTION AS PROVIDED IN G. S. 113A-126 AND G. S. 113-229 (K) AND (L). This permit must be accessible, on site, to Department personnel when the project is inspected. This permit action may be objected to by the permittee or other qualified persons within twenty (20) days of the issuing date. A valid appeal requires resolution prior to work initiation or continuance, as the case may be. Signing this form and proceeding with the work binds the applicant to compliance with all permit conditions. Any maintenance work or project modification not covered here under requires further Departmental approval. All work must cease when the permit expires. Boyd 9/20/79 Location - Beaufort County - Pamlico Beach, Wades Point at end of SR 1730 on Pamlico River. Investigative process - Application received Washington Office 10/1/79; application placed on hold due to plat deficiencies 10/11/79; modified plat received Washington Office 10/16/79. Environmental setting - The applicant owns a 20,000 sq.ft. lot adjacent to the Pungo and Pamlico Rivers. The elevation of the lot averages + 2' above the MHW mark. Located on the lot is a newly built single family dwelling with a septic tank sewage disposal system. The lot is vegetated by pines, and no wetland vegetation is located at the site. Severe erosion is evident along the applicant's shoreline. Several trees have fallen, and riprap has been placed along a portion of the shoreline near the NWL. The Shoreline Erosion Inventory published by the USDA-SCS states that the present rate of erosion along the project shoreline is 2.425' annually. However, the applicant lost + 41' average during Hurricane David, 5 September 1979. Project proposal - The applicant is proposing to bulkhead that portion of his shoreline which does not contain riprap. The bulkhead will be 140' long, will average + 7' beyond the NWL and will be + 12' at the furthest point. 4 Environmental impact - If the project is conducted as proposed, + 980 sq.ft. of open water will be filled. No wetland vegetation will be excavated or filled. The project should have a minimal impact upon the environment. CAMA review - The area in which this project is located has been classified on the Beaufort County Land Classification Map as being secondary transition. The project has been reviewed in regard to the goals and objectives of the Beaufort County Land Use Plan and has been found to be consistent with the provisions of that document.
