This permit, issued on September 8. 1993 . is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may be
subject to a fine, imprisonment or civil action; or may cause the permit to be null and void.
Bulkhead Construction
1) The bulkhead will not extend waterward more than an average of 9'3" from the normal water
line at the time of construction. The bulkhead alignment will be verified by a representative of
this Division prior to any work.
2) The bulkhead must be constructed prior to any backfilling activities.
3) The bulkhead must be structurally tight so as to prevent seepage of backfill materials through
the structure.
4) All backfill materials will be obtained from a highground source and confined landward of the
permitted bulkhead.
(See attached sheet for Additional Conditions)
This permit action may be appealed by the pemrittee or
other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not
covered hereunder requires further Departmental approval.
All work must cease when the permit expires on
December 31, 1996
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina
Coastal Management Program.

ADDITIONAL CONDITIONS
5) The fill material will be clean and free of any pollutants, except in trace quantities. Metal
products, organic materials, or unsightly debris will not be used.
6) No vegetated wetlands will be excavated or filled.
NOTE: The proposed work is authorized under General Water Quality Certification #2665 issued
by the Division of Environmental Management on 1/21/92.
Erosion and Sedimentation Control
7) A permanent ground cover sufficient to restrain erosion will be provided on all exposed areas
within the shorter of 15 working or 60 calendar days after project completion.
8) Appropriate erosion and sedimentation control devices, measures, or structures will be used to
prevent sediment from entering the adjacent wetlands/watercourses/property (e.g., silt fence,
diversion swales/berms, sand fence, etc.).
Operation and Maintenance
9) The permittee will maintain the authorized work in good condition and in conformance with the
terms and conditions of this permit. The permittee is not relieved of this requirement if he/she
abandons the project without having the permit transferred to a third party.

Project Setting
The property is located off SR 1730 at Snake Island on the Pungo River in Beaufort
.County, North Carolina. The site is a natural shoreline between existing bulkheads. The site
is comprised of two lots which average ±25' in depth and end adjacent an access road. The
project site is vegetated with several pines, upland grasses and herbaceous shrubs. The adjacent
upstream (north) lot is developed and the existing wingwall runs ±40' before intersecting
highground on the project site. The adjacent downstream (south) lot which Mr. Bowen also
owns is developed and the existing wingwall runs t 100' before intersecting the highground on
the project site. Pungo River is classified SA -NSW by the Environmental Management
Commission.
Project Description
The applicant proposes to construct an approximately 154 foot long bulkhead an average
of 9 feet 3 inches waterward of the NWL. The applicant proposes to fill the area between the
new bulkhead and the existing shoreline with a sand/clay mix up to the elevation of the existing
adjacent shoreline. The average water depth landward of the proposed bulkhead is f 1 foot and
approximately 160 cubic yards of fill will be used.
Anticipated Impacts
The project as proposed would result in the filling of approximately 1,424.5 square feet
of river bottom. The project will result in localized turbidity as a result of the construction of
the bulkhead. The proposed bulkhead will stabilize approximately 154 fear of shoreline between
existing bulkheads.

7 SHORELINE STABILIZATION
a. Length of bulkhead or riprap
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 710203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue -line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management and should be advised by the applicant of
that opportunity.
