"x 17 , Engelhard, North Carolina 27824, has made a ion to the Nort olina Division of Environmental Management for certification that the discharge of dredged material into wetland areas adjacent to Far Creek will not violate applicable water quality standards. The project site is located between U.S. Highway 264 and Far Creek approximately .5 miles east of Engelhard, North Carolina. The applicant proposes to construct a turning basin and docking facilities for commercial fishing boats. In addition, an access road, ice house, and a packing house are proposed. The proposed 1800 foot long by 50 foot wide access road will extend from US Highway 264 to the southern property line at Far Creek. Two (2) wetland sloughs approximately 50-feet and 100-feet in width, will be crossed by the proposed road. Spoil material resulting from the turning basin excavation will be used to construct the road. Additional information concerning this project may be reviewed at the offices of Environmental Operations Section, Division of Environmental Manage- ment, 512 North Salisbury Street, Archdale Building, Raleigh, North Carolina. Copies of such materials will be furnished to any person requesting copies upon payment of reproduction costs. The Division of Environmental Management proposes to take final action in the issuance of the certification on or after the 14th day of September, 1979. Gossett Subject: Application for State Permit, Russell T. Blanchard 6/26/79 Location - Hyde County - Far Creek off of Pamlico Sound, Engelhard, N.C. Investigative process - Application received Washington Office 6/26/79; onsite visit 7/5/79. Environmental setting - The applicant owns approximately 20 acres of property adjacent to Far Creek. The elevation of the property varies from one foot to 3 1/2 feet above the MHW mark. The property is bordered by U.S. 264 on the north; a + 6' wide canal, which connects to Far Creek on the east and west; and Far Creek on the south. The only structure located on the property is a large warehouse located on the northern end of the property which was formerly used as a box and crate warehouse. When the project is completed, the property is intended to be used as an offloading facility for seafood from boats. Proposed structures include a 4,300 square foot building for packing, shipping and storage of seafood. Also proposed is a septic tank sewage disposal system. Vegetation on the property varies with the elevation. Located adjacent to Far Creek is a 10 foot to 40 foot wide fringe of wetland vegetation which extends the entire width of the property. Vegetation within the fringe is a mixture of Distichlis spicata, Juncus roemerianus, Spartina patens, Martina alterniflora and Iva frutescens. Vegetation on the inland portions of the property is dominated by pines and myrtles, however, there are two wetland sloughs which extend the entire width of the property. The largest slough is + 100 feet wide; the other is + 50 feet wide. A third slough, + 50 feet wide, is located on the property but does not extend the entire width. Vegetation in all three sloughs consists of Typha spP., Distichlis spicata, and Juncus roemerianus. Project proposal - Southern Shores Seafood Company, from whom the applicant was granted the property in a bankruptcy case, was issued state permits on 5 January 1978 to construct a bulkhead and parallel dock along the southern end of the property near the NWL and excavate waterward of the bulkhead so that boats would have adequate water depths to moor at the dock. None of the work authorized under this permit was conducted. The applicant proposes to modify that permit by moving the proposed bulkhead and dock landward to square his property's shoreline. The proposed bulkhead with accompanying 10 foot wide dock will be placed on present highground, will be approximately 390 feet long, and will extend to the present canals on the east and west property lines. The proposed bulkhead will turn north, and will extend approx- imately 100 feet north in the western canal. The highland and wetland fringe portion of the applicant's property which will be located south of the proposed bulkhead will be excavated to a 12 foot depth, so that trawlers may moor alongside the proposed bulkhead and dock. Also an area of present open water to the south of the wetland fringe and in the vicinity of the mouth of the eastern canal will be excavated to have adequate water depths for trawlers. Another area of open water to the south of the wetland fringe and in the vicinity of the mouth of the western canal will also be excavated again to have adequate water depth. Application for State Permit .Russell T.'Blanchard 6/26/79 Page Two All excavated materials will be placed on the applicant's highground property, except in the areas where the wetland sloughs extend the width of the property. The fill will be used to construct a proposed 1,800 foot long by 50 foot wide road which will connect U.S. 264 to the applicant's southern property line. At a later date the applicant may propose to widen the ditches along the east and west property lines. However, this is not being considered on this application. Environmental impact - If the project is conducted as proposed, besides a considerable portion of the applicant's highground property that will be excavated, + 7,500 square feet of wetland fringe dominated by Distichlis spicata will be excavated, also. Also, + 14,000 square feet of open water in Far Creek will be excavated so that boats will have adequate water depths to approach the proposed docks. Approximately 10,000 square feet of wetland area within the sloughs which extend the width of the property will be filled when the proposed road is placed through the property. Some short term turbidity may exist during project activity. CAMA review - The area in which this project is located has been classified on the Hyde County Land Classification Map as being developed. The project has been reviewed in regard to the goals and objectives of the Hyde County Land Use Plan, and has been found to be consistent with the provisions of that document. David L.
