C. at Punao River (at Schrams Beach) as requested in your application dated 8/5/75 & attached plat dated 8/28/75 subject to the conditions set forth below. (1) That the bulkhead be constructed no further below mean high water than a line between. the two points where mean high water crosses the property line. (2) That the fill material be seeded, grassed,or otherwise stabilized within f r weeks of construction so as to prevent undue erosion of the fill material with resultant solid materials entering adjacent marsh or water. (3) That all backfill material be obtained from a highland source and confined behind the permitted bulkhead. (4) That the proposed bulkhead should be tied into adjacent bulkheads, if permissible. (5) That the activity be conducted in such a manner as to prevent significant increases in turbidity outside of the area of construction or construction - related discharge (increases of 25 JTU's or less are not considered significant). (6) That a ground cover sufficient to restrain erosion must be planted or otherwise provided within thirty (30) working days on spoil, fill and other THIS PERMIT WILL BE VOIDED AND WORK STOPPED IF THE ABOVE CONDITIONS AND THE PLANS AND SPECIFICATIONS SUBMITTED AS PART OF THE APPLICATION (WHERE NOT IN CONFLICT WITH THE CONDITIONS) ARE NOT FOLLOWED PRECISELY. PERSONS FOUND GUILTY OF A VIOLATION UNDER G. S. 113-229 ARE SUBJECT TO A FINE OR IMPRISONMENT, OR BOTH. This permit, (as approved with conditions), may be objected to by the applicant or by interested State agencies within twenty days of the date of issuance by giving written notice to the issuing office. If the applicant does not submit an objection, this will be interpreted as an agreement of compliance with all permit conditions. This permit must be displayed along with a copy of the application and the project map in the cab (or pilot -house) of the vehicle working on the project, or be easily accessible on site to Department personnel when the project is inspected. Notify: Permit Section, Division of Marine Fisheries, Box 27687, Raleigh, North Carolina, 27611 when the project is completed. Any maintenance work or additional work on the project subsequent to the termination of this permit requires permit renewal and/or modification. Site investigated 10-3-75. Environmental setting - The project site is located at Schrams Beach, fronting the Pungo River. The specific site is a vacant lot which is vegetated primarily with grass and several large pine trees. Adjacent to the shore, evidence of moderate erosion is indicated by the undercut bank and overwashing of previously placed rubble adjacent to the shoreline. Adjacent to the shoreline, the water depth varies from less than 1' to approximately 12' with no emergent or submerged vegetation being in evidence. Project description - The applicant proposes to construct a bulkhead fronting on his pro- perty for a distance of 96 linear feet. The proposed bulkhead will extend approximately 10' offshore at it furtherest point, with the area behind the bulkhead being backfilled with material secured from a highland source. Environmental impact - Some short term localized turbidity is expected to result during the construction of this project. No marshland will be affected. It is expected that ero- sion may be accelerated on either end of this proposed bulkhead as a result of the eddying effect created by wave action moving down the face of the bulkhead.
