C. at Pamlico River (Pamlico Beach, off SR 1730) as requested in your application dated 8/26/75 & attached plats (2), no date subject to the conditions set forth below. (1) That the bulkhead must not exceed 10' from the normal high water mark at any point along its alignment. NOTE: It is recommended that the jetty be placed on at least a 3:1 slope and tied into the bed a minimum of 3 feet, otherwise the structure will be very vulnerable to erosive forces. THIS PERMIT WILL BE VOIDED AND WORK STOPPED IF THE ABOVE CONDITIONS AND THE PLANS AND SPECIFICATIONS SUBMITTED AS PART OF THE APPLICATION (WHERE NOT IN CONFLICT WITH THE CONDITIONS) ARE NOT FOLLOWED PRECISELY. PERSONS FOUND GUILTY OF A VIOLATION UNDER G. S. 113-229 ARE SUBJECT TO A FINE OR IMPRISONMENT, OR BOTH. This permit, (as approved with conditions), may be objected to by the applicant or by interested State agencies within twenty days of the date of issuance by giving written notice to the issuing office. If the applicant does not submit an objection, this will be interpreted as an agreement of compliance with all permit conditions. This permit must be displayed along with a copy of the application and the project map in the cab (or pilot -house) of the vehicle working on the project, or be easily accessible on site to Department personnel when the project is inspected. Notify: Permit Section, Division of Marine Fisheries, Box 27687, Raleigh, North Carolina, 27611 when the project is completed. Any maintenance work or additional work on the project subsequent to the termination of this permit requires permit renewal and/or modification. Box 769 Morehead City, NC 28557 September 29, 1975 8-26-75 Investigative process - App. rec. Raleigh 9-2-75; Morehead 9-8-75. Site investigated 9-24-75. Environmental setting - The project site is a lot located at the end of a dirt access road off SR 1730 on.Pamlico River at Pamlico Beach. The lot measures some 175' wide by 47' deep on the west end, and 30' deep on the east end. The lot presently contains a house trailer which has been raised off the ground on pilings and serves as a summer resi- dence. The applicant has previously constructed a breakwater out of broken concrete slabs across the front of his property. This breakwater is located approximately 10' offshore of his lot. The undermining of the existing 3-4' high bank,and the fact that the shore- line is presently within 2' of the existing residence, indicates that severe erosion is ongoing. Behind the existing rock breakwater, the water depth approximates 1' with no emergent or submerged aquatic vegetation being evident. Project description - The applicant proposes to backfill the area behind the existing rock breakwater for the entire 175' length of his lot to a width of 10' and a depth of 31'. Approximately 200 cu.yds. of fill material will be secured from a highland source and deposited behind theeexisting structure. Environmental impact - If the project is completed as proposed, approximately 1750 sq. ft. of shallow water habitat will be filled. Some short term localized turbidity will be created by this project. No marsh or bottom vegetation will be covered. Due to the limited depth of the existing lot, the project will have some beneficial results by adding additional buffer area between the river and septic tank drain fills.
