Any violation of these terms may subject permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void. (1) The artificial reefs will be composed solely of tires free of any toxic substances and will be constructed in accordance with the attached specifica- tions titled "Fill Material". (2) A minimum of 7 feet of clearance at normal water level will be provided at each site to allow for adequate navigation. (3) Both reef sites will be properly marked with buoys in accordance with the attached specifications titled "Buoying System for Artificial Reefs" and will be permanently maintained. NOTE: All markers must be in compliance with the Uniform State Waterway Marker System as administered by the N. C. Wildlife Resources Commission. This permit action may be appealed by the pemtittee or other qualified persons within twenty (20) days of the issuing date. An appeal requires resolution prior to work initiation or continuance, as the case may be. This permit must be accessible on -site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Departmental approval. Project summary The applicant is proposing to construct two artificial fishing reefs from Lire bundles Site A is on the north side of the Pamlico River near Bayview and will be 14.6 acres in size. Site B is on the west side of the Pungo River near Quilley Point and will be 9.6 acres in size Both sites will 1� marked by buoys Environmental setting The Beaufort County Commissioners are proposing to construct two artificial fishing reefs in Beaufort County; Site A in the Pamlico River, Site B in the Pungo River. Both sites are located in mud substrates which are typical of the respective rivers. No wetland vegetation is located at either site. Project proposal The proposal at this time is the construction of two artificial fishing feefs by the Fisheries Services Section of the N.C. Division of Marine Fisheries. Site A is located at latitude 35 degrees 25 minutes 55 seconds and longitude 76 degrees 45 minutes 42 seconds in the Pamlico River approximately 800 yards to 900 yards off of Bayview. This site will be 1600 feet in length by 400 feet in width. It will be located in 15 feet to 16 feet of water and will have a clearance of 7 feet from the water surface. Site B is located at latitude 35 degrees 28 minutes 15 seconds and longitude 76 degrees 34 minutes 15 seconds in the Pungo River approximately 800 yards to 900 yards off of Quilley Point. This site will be 1200 feet in length by 350 feet in width. It will be located in 13 feet to 14 feet of water and will have a clearance of 7 feet from the water surface. Both sites will be constructed of tires which will be cut, strapped together in bundles and dumped. An outer perimeter of tires will first be placed and then bundles will be placed randomly within the perimeter. Buoys will be provided at all four corners of the rectangular reefs. Environmental impact The project as proposed should have a minimal adverse environmental impact. The tire bundles will be strapped together so they cannot leave the project site. Both sites will have at least seven foot clearance from the surface of the water to the top of the tire units to allow boat navigation. No wetland vegetation will be excavated and/or filled. The reefs should provide increased fishery habitat in both rivers thus producing better sport fishing. David L. The Beaufort County Board of Commissioners appointed a Fishing Reef Committee which evaluated the impact of fishing reefs in our local rivers. This Committee's job was to first recommend whether the reefs were desirable and if found de- sirable to recommend a location. The committee recommended that a reef be placed in both the Pamlico and Pungo Rivers at the sites designated in the application. The make up of the committee included many varied interests with all members being vitally concerned about water resources, especially the Rivers in our area. For your information a membership list of the committee and the particular group each represents is attached. The County is eager to proceed with this matter as expediently as possible, so timely consideration on the State's part would be greatly appreciated. The tires will be cut, strapped together in bundles and dumped. The tire units have been bound together in two ways one with iron rebar, the other with nylon rope. Buoys will be provided at all four corners of the rectangular reef site and the tire units at the sites will be anchored. This will be accomplished by having eight or nine units tied together with nylon rope attached to a.tire filled with concrete. In addition there will be an outer perimeter of tires bound together with nylon rope to serve as an impoundment with the tires anchored at each end utilizing tires filled with concrete. The anchored units as discussed above will be contained within the impoundment. The site will have at least seven foot of clearance from the surface of the water to the top of the tire units to allow for boat navigation. Below is a typical configuration of a tire unit. Each buoy will be anchored by use of a tractor tire filled with concrete. Buoys will be five (5) feet in length and ten (10) inches in diameter with three (3) feet of the buoy above the water line. Buoys will be white in color with "Artificial Reef" marked in red letters, and will have white reflective tape markings to assist in identification.
