Any violation of these terms may subject pernittee to a fine, imprisonment or civil action; or may cause the permit to be null and void. 0 No wetland vegetation will be excavated or filled, except where the pipeline traverses the wooded swamp and marsh. In these locations, all wetlands will be restored to preproject contours once the pipe is in place. (2) The pile bents within the marsh area will be cut off at ground elevation. (3) The pile bents within South Creek will be properly marked with reflectors or reflectorized material, and so maintained throughout the life of the project so as to reduce the potential for a navigational hazard. (4) The activity shall be conducted in such a manner as to prevent significant increases in turbidity outside the area of construction or construction related discharge (increases of 25 NTUs or less are not considered significant). NOTE: An Easement is required from the Council of State through the State Property Office, Department of Administration prior to construction of pile bents and pipe in South Creek. This permit action may be appealed by the pemtittee or other qualified persons within twenty (20) days of the issuing date. An appeal requires resolution prior to work initiation or continuance, as the case may be. This permit must be accessible on -site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Departmental approval. Project summary The anplicant is Proposing to relocate an existing domestic sewage outfall from a ditch to South Creek Environmental settin The Town of Aurora presently operates a + 5 acre two stage domestic sewage lagoon. The discharge from the lagoon system empties into an adjacent ditch which connects to an unnamed tributary of South Creek. The lagoon system is located on highground adjacent to a wooded swamp and a Typha spp. marsh system which borders South Creek. Project proposal The applicant is proposing the elimination of the present discharge location -by constructing a + 1400' force main outfall line to South Creek. The 6" force main will be placed within a + 2' wide trench. Along the existing ditch the pipe will be buried along + 600' of existing spoil area. Once the pipe leaves the end of the, spoil area it will traverse + 200' of wooded swamp, + 500' of Typha sue, marsh, and then will extend into South Creek + 80' where it will branch into two 20' long sections at a 45 degree angle. The wastewater will be discharged at the end of the two branches. Unlike the pipe when it crosses the spoil area, wooded swamp, and Typha sW., the section of pipe which extends into South Creek will not be placed in a + 2 wide trench. The creek portion of the pipe will not be buried but will be aTlowed to lay on the bottom of South Creek with support from 7 pile bents 20' apart. These pile bents will extend + 3' above the water surface and properly marked with reflectors. The section of pipe through the Typha spp. marsh will be supported by pile bents within the trench. Once the pipe is in place, the trench area will be restored to its original elevation with the wooded swamp and marsh. Environmental impact The project as proposed will involve the excavation of + 1000 sq.ft. of Typha spp. marsh and + 400 sq.ft. of wooded swamp. These areas will be restored to their original elevation once the outfall pipe is in place. David L.
